The above agreement includes Hamas disarmament, Israel withdrawing all troops from the Gaza Strip and the peace council's military forces will be deployed in the Gaza Strip. The fact that the Peace Council deploys troops in the Gaza Strip after Hamas disarmament and Israel withdraws troops home is undeniable. But the remaining 2 things in this agreement, although both are things that cannot be ignored if the peace treaty for the Gaza Strip is to be fully implemented, currently seem still impossible.
The reason is that neither Israel nor Hamas is willing to go first. Hamas's prerequisite for self-disarmament is that Israel must stop military operations in the Gaza Strip and withdraw all troops from the Gaza Strip. Meanwhile, Israel's prerequisite is that Hamas must self-disarm first. Self-disarmament or continuing to keep weapons is the most decisive trump card currently for Hamas in the conflict with Israel and for Hamas's future in the Gaza Strip. Therefore, as long as Israel has not stopped all actions in the Gaza Strip and has not withdrawn all troops from the Gaza Strip, there will almost certainly be no Hamas self-disarmament. And if Hamas does not disarm, the peace plan for the Gaza Strip proposed by Mr. Trump will hardly reach its destination.
Israel rejects the agreement between Hamas and the Council for Peace in the Gaza Strip on the grounds that preconditions have not been met. However, the main reason is that Israel wants to completely destroy Hamas, not just disarm this force. The moves show that Prime Minister Benjamin Netanyahu does not want to restore peace in Gaza, while the ongoing conflict creates an opportunity for Israel to expand control of Palestinian territory.
According to German newspapers, since the peace treaty for the Gaza Strip, Israel has expanded its control level from 53% to more than 60% of Palestinian territory in the Gaza Strip and created more fait accompli in this aspect.
