On May 19, leaders of the Ministry of Culture, Sports and Tourism said that functional agencies are completing a plan to transfer the My Dinh National Sports Complex to the Ministry of National Defense for management. After agreeing on the project, the two ministries will decide on a specific reception roadmap.
Previously, Lieutenant General Le Van Huong chaired a meeting with relevant agencies to deploy preparations for receiving the My Dinh National Sports Complex.
According to the direction of the leaders of the Ministry of National Defense, this agency will establish a steering committee and a working group to survey and comprehensively assess the current status of the complex; and at the same time develop a project to receive and a plan to organize operations after transfer. Relevant units are required to review dossiers, conduct actual surveys, summarize reports and propose handling directions for existing problems.
Previously, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra worked with ministries and sectors on the plan to transfer management of My Dinh National Sports Complex.
The Deputy Prime Minister assessed that after 25 years of operation, My Dinh National Sports Complex has made important contributions to the political, cultural and sports tasks of the country. However, the management and operation process has also generated many backlogs and difficulties that need to be addressed.
According to the Government leader, the transfer is necessary to improve the efficiency of exploitation and use of the project, but it needs to be carefully studied, ensuring full political, legal and practical basis. This must also be placed in the overall national sports development plan and Hanoi Capital planning in the long term.
The Deputy Prime Minister requested that the reception must be carried out in the original state, including organizational structure, personnel, assets, infrastructure and transitional projects. At the same time, he noted not to carry out transfers when legal, financial, land and asset issues have not been clarified.
The Government assigned the Ministry of Culture, Sports and Tourism to urgently complete the overall report, clarify the legal and practical basis as well as the responsibility for handling current backlogs. During the waiting period for transfer, all activities at the My Dinh National Sports Complex must be maintained stably, without interruption.
My Dinh National Sports Complex was started in the first quarter of 2002 and inaugurated in September 2003 with two main items including My Dinh Stadium and the Aquatic Sports Palace, with a total investment of about 53 million USD (about 1,380 billion VND).
According to the conclusion of the Government Inspectorate and the State Audit Office, My Dinh National Sports Complex shows signs of violations in the management and use of public finances and public assets, causing loss of state assets.
