On May 15, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra chaired a meeting on building a project to summarize 1 year of operating the apparatus of the political system and local government at 2 levels.
Speaking at the meeting, Deputy Prime Minister Pham Thi Thanh Tra said that the Government has issued a Plan to organize a preliminary review of 1 year of implementing the arrangement of administrative units at all levels and the operation of local authorities at 2 levels (Decision No. 706/QD-TTg dated April 21, 2026).
According to the Deputy Prime Minister, the preliminary review aims to comprehensively and objectively assess the results of 1 year of implementing the arrangement of administrative units at all levels and operating the 2-level local government model nationwide; clarify outstanding results, effective models, difficulties, obstacles, causes and lessons learned in the implementation process.
On that basis, ministries, branches, and localities will propose key tasks and solutions for the period 2026-2030 to continue to improve the 2-level local government model, improve the effectiveness and efficiency of state management, especially at the commune level, meeting development requirements in the new period.
To serve the preliminary review, the Deputy Prime Minister requested the development of a central report comprehensively reflecting the operation of the apparatus of the political system and local government at 2 levels, based on the integration of reports from ministries, branches, localities and the outline of the Central Steering Committee.
The Ministry of Home Affairs is assigned to develop a central report outline. Ministries are also assigned to implement important thematic reports such as decentralization and delegation of power; administrative procedure reform and operation of public administration service centers; digital transformation, science and technology; facilities, finance, headquarters and the situation of arranging surplus public assets.
Emphasizing the requirement for progress, the Deputy Prime Minister said that the implementation time is not much left, so agencies must both implement and update data; any missing content must be supplemented immediately to ensure the overall progress. The Ministry of Home Affairs urgently issued documents urging ministries, branches, and localities to implement.
At the meeting, the Deputy Prime Minister also requested to carefully review the arrangement of the organizational structure, streamlining staff, arranging public non-business units and evaluating the actual operational efficiency after arrangement.
According to the Ministry of Home Affairs, many ministries have actively implemented the arrangement of public non-business units, including the Ministry of Science and Technology, the Ministry of Industry and Trade and the Ministry of Finance. However, progress in some fields such as education and training is still slow.

Government leaders requested that the preliminary review must accurately reflect the current situation, clarify the results of arranging the organizational structure, staff of cadres, civil servants, and public employees; the implementation of policies for redundant cadres; and at the same time assess the operational efficiency of the 2-level local government model after 1 year of implementation.
The Deputy Prime Minister also proposed the establishment of a working group to urge, summarize, and complete reports and statistics to serve the preliminary review work.
