The Ministry of Culture, Sports and Tourism has issued a document responding to the petition of An Giang voters sent before the 9th Session of the 15th National Assembly, which was forwarded by the National Assembly's Committee for Culture and Supervision.
According to voters, in recent years, the lives of high-performance athletes and sports coaches after finishing their careers still have many difficulties.
In addition, the Government does not have a policy on treatment for athletes and coaches with high achievements, so provinces and cities face difficulties in legal basis to develop a policy on treatment for this group.
Propose a Government proposal to issue a policy on incentives, incentives, and treatment for athletes and coaches of high-performance sports; at the same time, create a synchronous legal basis for provinces and cities to implement.
Regarding this issue, Minister of Culture, Sports and Tourism Nguyen Van Hung said that athletes and sports coaches are currently entitled to basic policies.
Daily salary regime, social insurance, health insurance, unemployment insurance, occupational accident and disease insurance; cash bonus regime when achieving results.
Special nutritional regime (meal regime), periodic health check-up regime when training and competing; regime on equipment, means for sports training and competition according to regulations.
In addition, athletes and coaches are also entitled to cultural learning regimes, high school graduation specialties, priority for direct admission to universities and colleges; vocational training incentives, job solutions for team athletes when they stop being athletes...
However, compared to many countries in the world, the treatment policies for athletes and sports coaches in our country are still limited.
To ensure the regimes and policies for athletes and coaches to feel secure in their contributions, in accordance with the actual and practical situation, in the past time, the Ministry of Culture, Sports and Tourism has reviewed, researched and focused on drafting a Decree to replace Decree No. 152/2018/ND-CP dated November 7, 2018 of the Government.
Accordingly, the new Decree will review, research and develop salary and bonus regimes for athletes and coaches, nutritional regimes for athletes with disabilities, regimes for sports doctors and nurses, etc.
In addition, the Ministry of Culture, Sports and Tourism is also studying the proposal to amend and supplement a number of articles of the Law on Physical Education and Sports in 2018.
At the same time, implement the goals, tasks and solutions of the Vietnam Sports Development Strategy to 2030, with a vision to 2045 and carry out the assigned tasks in Decision No. 223/QD-TTg dated February 22, 2019 of the Prime Minister.
In addition, on March 24, 2025, the Ministry of Culture, Sports and Tourism issued Document No. 76/TTr-BVHTTDL reporting to the Prime Minister on assigning the Ministry of Finance to preside over the development and promulgation of a Circular to replace Joint Circular No. 200/2011/TTLT-BTC-BVHTTDL of the Minister of Finance and the Minister of Culture, Sports and Tourism regulating financial spending regimes for sports competitions.
At the same time, a working session was held with the Ministry of Finance on April 11, 2025 to review and agree on proposals for the contents and spending levels that need to be stipulated in the draft Circular to replace Joint Circular No. 200/2011/TTLT-BVHTTDL, ensuring compliance with the practical situation.
