Ministry of Industry and Trade issues plan on gasoline and oil

The Ministry of Industry and Trade has just issued a Plan with a series of synchronous tasks and solutions to maintain the domestic gasoline and oil market.

The Ministry of Industry and Trade has just issued a Plan to implement Conclusion No. 14-KL/TW of the Politburo and Official Dispatch No. 22/CD-TTg of the Prime Minister on ensuring supply and stabilizing fuel prices in the new situation, with a series of synchronous tasks and solutions to maintain the domestic gasoline and oil market.

According to the plan, units under the Ministry such as the Domestic Market Management and Development Department; Oil and Gas and Coal Department, Import-Export Department coordinate with key petroleum trading traders, key petroleum production traders, petroleum distribution traders and Departments of Industry and Trade of provinces and cities to continue to closely monitor the developments of the world petroleum market, forecast the situation, supply and demand developments and world petroleum prices to update effective response scenarios and overall handling plans, ensuring petroleum supply for the domestic market.

Units under the Ministry continue to direct the implementation of solutions in Resolution No. 36/NQ-CP dated March 6, 2026 to diversify crude oil supply sources for oil refineries to maintain operations, increase domestic crude oil exploitation; direct two oil refineries to maintain maximum safe capacity; put ethanol and condensate plants into production.

In addition, continue to direct key petroleum trading traders, key petroleum production traders, and petroleum distribution traders to build and strictly implement plans to create sources, import, and reserve; strictly maintain mandatory circulation reserves, ensuring full supply to the distribution system.

Regulate supply sources between regions and areas, not to let local shortages occur, not to let the distribution system be interrupted; coordinate to handle situations of supply disruption (if any). Early develop a national strategy on supply and reserve of raw materials and fuels in the long term.

Units continue to launch the movement to use energy economically and efficiently, in order to encourage savings in consumption to ensure stable supply. Implement appropriate, practical, and effective solutions to encourage people and businesses to use gasoline and oil economically, prioritizing the use of public transport, electric vehicles, and biofuels to reduce dependence on mineral gasoline and contribute to green transformation.

In particular, continue to guide, urge, and inspect the compliance with legal regulations on gasoline and oil business nationwide, Focus on inspecting and strictly handling violations of the gasoline and oil distribution system such as: hoarding goods, speculation, stopping sales without legitimate reasons, selling at prices not in accordance with regulations, violations of quality, measurement and other acts of trade fraud.

The plan also assigns tasks to the Chairman and General Director: Vietnam National Industry - Energy Group, Vietnam National Petroleum Group, Binh Son Refinery and Petrochemical Joint Stock Company, Nghi Son Refinery and Petrochemical Co., Ltd. to continue to maintain safe, stable, and continuous production and operation of oil and gas refineries; optimize operation in permitted technical conditions to contribute to increasing the supply of gasoline and oil to the domestic market when the world market fluctuates; proactively develop production plans, stockpile and supply of gasoline and oil suitable to market demand, have plans to reserve gasoline and oil supply for the domestic market; proactively diversify raw material supply sources for production...

In addition, continue to direct businesses and retail gasoline and oil stores under the system to have scientific and reasonable business plans and retail gasoline and oil plans, and arrange sufficient human resources to maintain regular and continuous sales activities, ensuring sufficient sources of goods to meet the needs of the domestic market.

Continue to proactively coordinate closely with the Ministry of Industry and Trade, the Ministry of Finance and relevant agencies in the management of the gasoline and oil market; promptly report on the production situation, source creation, reserves, import and distribution of gasoline and oil to competent authorities to direct and operate when necessary.

In the coming time, the Ministry of Industry and Trade will continue to coordinate with the Ministry of Finance to accelerate the review and supplementation of national gasoline and oil reserves; develop a plan to use gasoline and oil reserves in emergencies.
