The Ministry of Industry and Trade has just issued an official letter requesting the People's Committee of Dong Nai province to organize fuel supply solutions at 2 rest stops on the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
Accordingly, the Ministry of Industry and Trade received Document No. 914/SCT-QLTM dated February 2, 2026 of the Department of Industry and Trade of Dong Nai province on requesting support for fuel supply solutions in special cases of the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
Regarding this issue, on February 4, 2026, the Ministry of Industry and Trade (Department of Domestic Market Management and Development) issued Document No. 313/TTTN-XD to the Department of Industry and Trade of Dong Nai province. Based on the authority of the Provincial People's Committee, the Ministry of Industry and Trade is not authorized to issue/extend Certificates of stores meeting the conditions for retail gasoline and oil.
The Ministry of Industry and Trade has requested the Department of Industry and Trade of Dong Nai province to study and report to the Provincial People's Committee on the situation in the area for the Provincial People's Committee to consider and decide according to the provisions of Clause 5, Article 4 of the 2025 Law on Organization of Local Government (the tasks under the authority of the local government must be decided and organized by the local government; promote the autonomy and self-responsibility of the local government).
In necessary cases, coordinate with People's Committees and local Departments of Industry and Trade in neighboring areas to organize additional gasoline and oil supply to gasoline and oil retail stores in locations close to the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
Continue to coordinate with Vietnam Expressway Development Investment Corporation to regularly and continuously warn from afar, widely inform about the fact that the above 2 stores are stopping selling goods so that vehicles have plans to refuel before traveling on the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
Working with the Court and relevant units to quickly resolve the civil dispute case so that 2 gasoline and oil retail stores at 2 rest stops on the Ho Chi Minh City - Long Thanh - Dau Giay expressway in Dong Nai province can soon resume operations.
On February 9, 2026, the Ministry of Industry and Trade also issued Document No. 364/TTTN-XD to key traders and petroleum distribution traders with distribution locations in Ho Chi Minh City, Dong Nai province (Ho Chi Minh City - Long Thanh - Dau Giay expressway and vice versa) and neighboring provinces: Focus resources, supplement petroleum supply to petroleum retail stores around the Ho Chi Minh City - Long Thanh - Dau Giay expressway and vice versa, absolutely not to interrupt petroleum supply in the business system. In all situations, it is necessary to supply enough petroleum to retail stores under the distribution system, arrange sufficient personnel, organize duty or overtime to maintain regular and continuous sales operations.
Based on the provisions of law on the authority of the Provincial People's Committee in the 2025 Law on Organization of Local Government and in Decree No. 83/2014/ND-CP dated September 3, 2014 of the Government on gasoline and oil business and Decrees amending and supplementing Decree No. 83/2014/ND-CP, the Ministry of Industry and Trade requests the People's Committee of Dong Nai province to pay attention to and direct the Department of Industry and Trade of Dong Nai province and relevant departments and agencies to urgently study solutions to supply fuel at 2 rest stops on the Ho Chi Minh City - Long Thanh - Dau Giay expressway to ensure continuous gasoline and oil supply, especially before, during and after Binh Ngo Tet 2026.
