The report at the Conference on evaluating work results in October and deploying tasks in November 2025 shows that since the beginning of the year, the Hanoi City Market Management Force has inspected and handled 4,263 cases, transferred 78 cases to the investigation agency, collected 90.57 billion VND to the State budget, reaching 125.71% of the target for the whole year of 2025.
In October alone, the city's Market Management force inspected and handled 723 cases, transferred 21 cases to the investigation agency, and total revenue paid to the State budget was 12.6 billion VND.
Strengthening market control, ensuring school food safety
In October 2025, the Hanoi Market Management Department issued many key directives to control and supervise the market, especially in the fields of pharmaceuticals, cosmetics, health protection foods and school food safety.
The documents focus on combating counterfeit goods, counterfeit goods, and trade fraud, ensuring the quality of boarding meals for students, enhancing traceability of goods, and proactively responding to natural disasters.
In addition, the direction and management work has been implemented synchronously and promptly, helping to improve the effectiveness of management, handling violations and stabilizing the market in the capital.

In the topic of food safety inspection for the Mid-Autumn Festival, the city's market management force inspected 353 cases, handled 343 cases, administratively fined 4.87 billion VND, and the value of violating goods was 4.5 billion VND. The violations are mainly related to the production and trading of goods of unknown origin, not ensuring quality, and violating regulations on product labeling.
In addition to professional work, the Hanoi Market Management Department has coordinated with 15 press, radio and television agencies to produce news, articles, and reports on the work of preventing and combating smuggling, trade fraud and counterfeit goods.
Communication activities have contributed to raising awareness of people and businesses in complying with the law, while spreading the positive image of the Capital Market Management force.
Continue to comprehensively implement key tasks in the last months of the year
The work of advising and assisting the Standing Agency of the City Steering Committee 389 was effectively and promptly implemented by the Hanoi Market Management Department.
Accordingly, the Department has advised the Department of Industry and Trade to issue many documents directing and implementing the task of preventing and combating smuggling, trade fraud and counterfeit goods; report to the City People's Committee on the development of Responsibility Regulations and coordination between state management agencies in the fight against smuggling, trade fraud and counterfeit goods.
The unit also advised on the signing of the coordination Regulation between the City Steering Committee 389 and the Steering Committees 389 of provinces and cities, promulgating Plan No. 78/KH-BCD389/TP dated October 8, 2025 on inter-sectoral inspection against smuggling, trade fraud, counterfeit goods in the last months of the year, and Decision No. 81/QD-BCD389/TP dated October 15, 2025 on the establishment of 02 inter-sectoral inspection teams.
Along with that, the Department regularly coordinates with the Office of the National Steering Committee 389 in reporting, exchanging information, handling typical cases, contributing to strengthening the effectiveness of market control activities.
The Department has also advised the Department of Industry and Trade to report to the Hanoi People's Committee on reviewing and re-assigning management areas to Market Management Teams after implementing the two-level local government model, in order to clearly ensure the scope of responsibility and enhance management responsibility at the grassroots level.

Concluding the conference, the representative of the Hanoi Market Management Department emphasized that the results achieved in the first 10 months of 2025 are a testament to the efforts of the entire force in the context of a complex market situation. In the last months of the year, Market Management Teams need to continue to closely monitor the area, strengthen inter-sectoral coordination, resolutely handle violations, ensure public order and maintain a core role in stabilizing the capital market.
In the coming time, the Hanoi Market Management Department will focus on comprehensively implementing plans, programs, and instructions of the Central Government, the City, and the Department of Industry and Trade on the work of preventing and combating smuggling, trade fraud, and counterfeit goods.
The focus is on implementing the periodic and thematic inspection plan, telegrams and directives of the Prime Minister, strengthening coordination between the City Steering Committee 389 and localities, promoting inspection and control of markets in the fields of petroleum, tobacco, food, cosmetics, chemicals, gas, industrial explosives.
In addition, the Department continues to handle and destroy the exhibits of violations, organize auctions of confiscated goods, and inspect public duties, to ensure discipline, administrative discipline and effective management throughout the force.
