According to the report, the regulations and guidelines for arranging headquarters after arrangement are implemented flexibly in many forms to suit the actual situation.
After streamlining the apparatus and arranging administrative units, 100% of agencies, organizations, and units under ministries, branches, and localities after arrangement have headquarters to serve work, of which, basically, they have been officially assigned to manage headquarters.
Specifically for commune-level offices: after arranging administrative units at all levels, in the spirit of the Central Government's guidance, localities have arranged offices of old provinces/districts for new communes where the old district offices are located and used offices of old communes to arrange offices for the Party Committee, Fatherland Front, Commune-level People's Committee and specialized agencies under the Commune-level People's Committee.
Accordingly, 948 communes have ensured that agencies work centrally at 1 headquarters. There are still 5 communes that do not have working headquarters in the area but are temporarily using the headquarters of other communes; the remaining communes work at non-centralized, dispersed headquarters to maximize the headquarters of old communes.
Old headquarters are invested in construction in accordance with the scale of the old commune and many headquarters have deteriorated; therefore, the locality has a need to invest in new construction or upgrading, renovating, and repairing to ensure working conditions for new communes.
Regarding the situation of ensuring cars at the commune level: Up to now, localities have carried out assignment, transfer, and new procurement to ensure that each commune is equipped with at least 1 car for work.
10/34 localities have ensured sufficient equipment for each commune with 2 cars for general work according to standards and norms. 10 localities include: Hanoi, Phu Tho, Lao Cai, Quang Tri, Quang Ninh, Hai Phong, Khanh Hoa, Dong Nai, Tay Ninh, Ca Mau.
Regarding the situation of ensuring machinery, equipment, and working vehicles at the commune level: To date, 100% of communes (new) have been fully equipped with machinery, equipment, and working vehicles; however, the quality and configuration of machinery and equipment are still limited, many machinery and equipment have been degraded, so some places have not met the requirements of work, especially in the context of strengthening the application of information technology and digital transformation.
To soon complete the exploitation and thorough handling of houses and land that have been handled in the form of recovery and transfer to local management, handling in the context of a large number of redundant houses and land that must be handled in a short time while the general needs of the market decrease, the Ministry of Finance has chaired the development and submission to the Government for promulgation Resolution No. 31/NQ-CP dated June 24, 2026 on specific mechanisms and policies to accelerate the progress of handling and exploiting redundant houses and land after arranging and streamlining the organizational structure of the political system, arranging administrative units according to streamlined order and procedures; has organized Conferences to disseminate to ministries, branches and localities for urgent implementation.
