On the afternoon of June 30, Mr. Tran Thanh Man, Politburo member, National Assembly Chairman and the working delegation had a working session with the Standing Committee of the Can Tho City Party Committee on the situation of arranging facilities, working headquarters, staff accommodation and information connection work for administrative units.
Reporting at the meeting, Mr. Truong Canh Tuyen, Deputy Secretary of the Can Tho City Party Committee, said that the city has completed the preparation and trial operation of new commune-level administrative units, ready to come into operation from July 1, 2025.
To prepare for the official operation, the Standing Committee of the Can Tho City Party Committee has issued Plan No. 423-KH/TU on organizing the trial operation of Party and commune-level government agencies after the arrangement. 13 communes and wards were selected for trial operation from June 18 to June 20, 2025, then learned from experience to expand to the remaining 19 communes and wards.
Measures of the Party Executive Committee, People's Councils and People's Committees of new communes and wards are held to review tasks, discuss directions and agree on operating regulations. The trial operation of the Public Administration Service Center has also been implemented with 4 key administrative procedures, to ensure the ability to process documents quickly and conveniently for people.
Soc Trang and Hau Giang provinces have also actively implemented trial operation plans in the area, with a wide scope of implementation across new communes and wards. The provinces have focused on completing the arrangement of headquarters, facilities, announcing personnel and piloting the operation of Party agencies, authorities, the Fatherland Front and socio-political organizations.

Regarding digital infrastructure, Can Tho City has completed 100% of the tasks of upgrading information technology systems, from handling administrative procedures, document management, e-mails, online conferences, data transmission, integrated platforms, data sharing to the city database. Information technology human resources are also arranged basically to meet the requirements of serving people and businesses.
Can Tho City People's Committee issued Decision No. 1676/QD-UBND dated June 27, 2025 on approving the plan to arrange and handle public assets after restructuring the apparatus and administrative units. This plan prioritizes the arrangement of headquarters for new city departments and branches at central locations for convenient work.
According to the review results reported by units and localities, the total number of public headquarters of the 3 localities including Can Tho City, Soc Trang Province and Hau Giang Province is 4,050. After the merger, the number of public offices continuing to be used after the merger is 3,673. Thus, there are 376 surplus public administrative headquarters after the merger. Localities have developed plans and roadmaps to handle these surplus headquarters, expected to be completed within 2 years. The handling will be associated with adjusting construction planning and land use planning to ensure effective management and use of public assets in the area.
In addition, Decision No. 1617/QD-UBND dated June 25, 2025 also approved the plan to arrange and handle public cars for departments, branches, wards and communes of Can Tho city after the merger, ensuring effective service vehicles.
According to Mr. Tuyen, despite the large workload and rush time, the trial operation has basically ensured compliance with requirements. However, there are still some shortcomings such as listing the list of administrative procedures, ensuring adequate facilities and equipment at Public Administration Service Centers in some localities. The updating of personnel information and financial handling are also slow compared to the set progress.
