The Government has just issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
The Resolution clearly states that 100,000 VND/person, in cash, will be donated to Vietnamese citizens and people of Vietnamese origin who have not yet determined their nationality but have been granted an ID card and are residing in Vietnam and have been collected, updated, and issued personal identification numbers in the National Population Database, established at the end of August 30.
Regarding the form of giving gifts and giving gifts once per household, the amount of each household is determined for each person in the household according to national population data; the household owner (or a family member legally authorized by the household owner) is allowed to receive gifts on behalf of each person and is responsible for transferring gifts to members of the household.
In case the citizen does not have a place to register for permanent residence, the gift will be given directly to each citizen or person authorized by the citizen.
The gift giving is done through a social security account on the electronic identification application - VNeID (in case there is an integrated account); or directly in cash (in case there is no account) at the payment point organized by the locality, ensuring timeliness, safety and efficiency.
The payment period is concentrated from August 31 to September 1; in case the customer can receive the gift after this deadline, but no later than September 15.
The Resolution clearly states that there are targeted supplements from the central budget expenditure estimate for 2025 decided by the National Assembly but has not yet allocated in detail to the provincial and municipal budgets 10,700.3 billion VND to implement the giving of gifts to the people according to demographic data provided by the Ministry of Public Security.
The Government assigned the Ministry of Public Security to extract the list of citizens in the National Population Database at 7:00 p.m. on August 30, in detail by province, city and commune to serve as a basis for giving gifts.
The Ministry of Finance ensures the balance of central budget sources to implement the policy of giving gifts to the people; submit to the Prime Minister to issue a decision to supplement with central budget targets to the budgets of provinces and cities to give gifts to the people.
The State Bank of Vietnam ensures a payment and cash system to provide the State Treasury with payment to people during the gift-giving period; directs commercial banks, especially commercial banks where the State Treasury opens accounts; coordinates with local authorities and the State Treasury to make timely payments to people.
The People's Committees of provinces and cities direct the Department of Finance to ensure adequate balance of resources, including additional central budget sources with targets and local budget sources to give gifts to people in provinces and cities.
Implement targeted allocation and supplementation from the provincial budget to the commune budget for gifts for people according to the list of citizens in the National Population Database provided by the police agency.
The People's Committees of provinces and cities direct the People's Committees at the commune level to preside over and coordinate with the Police and functional agencies of provinces and cities to organize the giving of gifts to people according to regulations, ensuring fullness, correct subjects and timeliness.
