On the evening of February 23, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting with relevant ministries, branches and localities on the progress of phase 1 implementation, study and implement phase 2 of the Gia Binh airport project (Bac Ninh), build a road connecting the airport with the center of Hanoi and develop a logistics center at this airport.
Previously, at the groundbreaking ceremony of Gia Binh airport phase 1 in December 2024, the Prime Minister requested agencies to study and deploy the connecting route between Gia Binh airport and Hanoi capital, and must have a plan for this route by June 2025 at the latest.
Speaking at the meeting, the Prime Minister stated that in the North, the driving forces and growth poles are located in the Red River Delta. In particular, Hanoi currently has only one large airport, Noi Bai, which has just started construction of an additional terminal, but with the current growth rate, it is still overloaded.
Therefore, it is required to have an additional dual-use airport that both serves national security and defense, and develops the socio-economy, reducing the load on Noi Bai airport.
The Prime Minister stated that the planning and construction of Gia Binh airport at an international scale, level 4E, has a very clear basis for practice, political basis, and legal basis; phase 1 has just started construction.
The head of the Government requested that phase 2 should be researched and implemented right away while phase 1 is under construction, and done right away when "ready to stay away" to save time, effort and resources, and fight waste.
The Prime Minister emphasized the need to study the route and connection plan, build the fastest, most direct, most beautiful and most effective route connecting Gia Binh airport with the center of Hanoi.
Requesting the completion of this route in the longest time in 2 years, the Prime Minister pointed out that this is also a project of great significance to promote the country's image to international friends and partners, call for investment and attract tourism.
The Prime Minister also directed the construction and development of a logistics center at the airport in a modern, smart direction, developing e-commerce.
The Prime Minister stated that all of the above must be done quickly, promptly, effectively, and at the most cost. There are contents that need to be taken short of go, and what the law has allowed must be implemented in accordance with regulations. At the same time, study to review and propose adding a number of special and specific mechanisms, the authority of each level will decide.
With the goal of building a multi-purpose, dual-use airport with a dedicated airport function equivalent to level 4E, Gia Binh airport is a national key project, playing a particularly important role in the system of national defense and security projects.
When completed, the airport will serve the training and combat readiness flights of the People's Public Security Air Force, reserve flights of the Air Defense - Air Force (Ministry of National Defense), reserve flights for airports in the area when there are emergency situations.
Orientation to ensure the operation of private flights serving international leaders of the Party, State, and political parties on large wing aircraft; at the same time, transporting goods and passengers when required and qualified.
