The Government Office issued Notice No. 280/TB-VPCP dated June 4, 2025 on the conclusion of Deputy Prime Minister Bui Thanh Son on the peak of the fight against smuggling, trade fraud and counterfeit goods.
After 2 weeks of peak implementation, functional forces, units and localities have inspected, discovered and arrested more than 450 cases of violations of trade, trade fraud, counterfeit goods, tax evasion, with a total value of goods and exhibits of more than 40 billion VND.
In addition to the achieved results, the work of combating smuggling, trade fraud and counterfeit goods still has shortcomings and limitations; in which, the institutions and sanctions for handling violations are not enough to deter; the work of combating smuggling, trade fraud and counterfeit goods is still complicated.
There is still a situation of lax management by officials, covering up violations; the situation of smuggling, trade fraud, and counterfeit goods has increased, especially in the e-commerce environment, which has not been detected and handled in a timely manner, causing budget loss, causing anxiety and insecurity, affecting the investment, business and international integration environment of Vietnam.
In order for the peak period of fighting against smuggling, trade fraud, counterfeit goods, and intellectual property infringement to be effective, ministries and branches that are members of the National Steering Committee 389, Working Groups and People's Committees of provinces and centrally run cities to focus on implementing the proposed solutions resolutely, synchronously, and effectively.
In particular, the Deputy Prime Minister requested the authorities to inspect, detect, and strictly handle violations. If there are signs of crime, they should immediately transfer them to the authorities for handling according to the provisions of law; continue to implement the peak of the fight against and repelling the situation of smuggling, trade fraud, counterfeit goods, and goods that infringe intellectual property.
The Deputy Prime Minister requested the Ministry of Finance (Customs force) to strictly control imported goods, goods of unknown origin, poor quality, smuggled into Vietnam.
The Ministry of Industry and Trade directs the strict handling of smuggled goods business, producing and trading in fake goods and infringing upon intellectual property. The Ministry of Public Security directed fierce struggle and strictly handled criminal acts; coordinate with the proceeding agencies to accelerate investigation, prosecution and adjudication of cases; clarify the responsibilities of the ministries and local branches involved in order to occur violations.
The Deputy Prime Minister also requested ministries and branches to strengthen and conduct thematic inspections in each management area, avoiding overlap but clearly stating responsibilities; strictly handle cadres, civil servants and officers who are irresponsible in leadership, direction, management, and violation of the work of combating smuggling, trade fraud, counterfeit goods, and infringing on intellectual property rights.
Provinces and cities continue to launch and strengthen the direction of functional forces and units (especially the Border Guard, Police, Customs, Market Management) to promote the peak period to fight against and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
