On the afternoon of May 27, at the National Assembly House, the National Assembly Standing Committee gave opinions on the reception, explanation, and revision of the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
At the meeting, Minister of Construction Tran Hong Minh, Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung presented a Report on the reception, explanation and revision of the draft Resolution.
Minister Tran Hong Minh stated that, implementing the provisions of the Housing Law 2023, the Government has proactively reviewed the difficulties and inadequacies in the process of implementing policies on social housing development and has reported to the Politburo on the policy of issuing a pilot Resolution on a number of specific mechanisms and policies for social housing development.
In which, focusing on 6 groups of policies to promote and develop social housing.
At the same time, the Government has reviewed and supplemented 3 groups of policies to remove difficulties and obstacles in practice.
During the completion process, the draft Resolution does not stipulate the State's policy of refunding money to investors with land use rights or agreeing to receive a transfer of land use rights or advance compensation, support and resettlement costs.
At the same time, the draft Resolution was revised in the direction of allowing investors to calculate these costs into the investment cost of the project.
The Government also accepted the delegates' opinions that it will continue to review the difficulties and limitations in the development of social housing to perfect the Housing Law 2023 in the coming time.
Commenting on this content, Politburo member and National Assembly Chairman Tran Thanh Man stated the reality that social housing projects are slow to be implemented due to the time it takes to handle administrative and legal procedures.
The National Assembly Chairman suggested that the draft Resolution should stipulate "the time for granting a license for social housing projects as prescribed by the Government".
"It is necessary to simplify administrative procedures more strongly to make licensing faster," the National Assembly Chairman noted.
The National Assembly Chairman also suggested that, along with shortening the implementation time of social housing projects, it is necessary to pay attention to ensuring the quality of works and fire prevention and fighting work in these works.
It is necessary to clarify solutions to control and ensure the quality of social housing works, supplement a mechanism for inspection, evaluation, and inspection of the quality of works after project completion, to avoid social housing not meeting the requirements according to regulations.
"Who is responsible for controlling and checking the quality of the project in this matter? The Ministry of Construction or the People's Committees of provinces and cities?", said the National Assembly Chairman.
Raising the above issue, the National Assembly Chairman said that it is necessary to clarify the responsible agency right in the draft Resolution, avoiding the situation of "excess due to unclear legal regulations" leading to no one being responsible.
Referring to the problem of counterfeit goods, smuggled goods, and poor quality goods, the National Assembly Chairman said that this is a lesson in lax management; until the incident happened, no unit would be held responsible.
The National Assembly Chairman also noted that no comments from delegates should be accepted so that when the National Assembly presses the button to approve the draft Resolution, the consensus rate is high. In particular, practical bottlenecks need to be resolved immediately in this resolution.
