On July 30, according to information from the Government Inspectorate, this agency has just issued a thematic inspection plan for works and projects with difficulties, problems, delays, prolonged, low efficiency, and risk of causing loss and waste.
This is a large-scale, wide-scale, and urgent inspection, requiring each inspection agency at all levels to determine the correct goals, grasp the expertise and proactively coordinate closely throughout the system.
According to this plan, based on functions, tasks, authority and actual situation, the Head of the state management agency and the person issuing the inspection decision decides on the inspection content, in which he/she notes a number of contents with signs of violations and risks of causing loss and waste in:
- Approving investment policies; establishing, appraising, and approving investment projects;
- Selecting investors, negotiating, signing contracts;
- Capital allocation and settlement of investment projects;
- Land allocation, land lease, land use purpose conversion;
- Determining land prices, fulfilling financial obligations on land, etc.
At the same time, assess and clearly identify the causes of difficulties, problems, delays, prolonged backlogs, low efficiency, and risk of loss and waste.
The Government Inspectorate said that these contents are all stages that easily lead to negativity, and need to be focused on and clarified. More importantly, inspection is not only to detect violations, but also to accurately determine the causes of "bottlenecks", thereby contributing to creating solutions to remove them.
Notably, the plan clearly assigns responsibilities to inspection levels, in which the Government Inspectorate directly inspects projects under the management of ministries and branches with a total investment of over 100 billion VND and large local projects with a total investment of over 1,500 billion VND;
The Inspectorate of the Ministry of National Defense inspected 3 projects under its authority and the Inspectorates of provinces and cities inspected 750 projects with a total investment of over 30 billion VND.
With the above plan, before September 15, 2025, the Inspectorate of the Ministry of National Defense and the Inspectorates of provinces and cities must issue Inspection Conclusions.
Then, before September 20, 2025, the Ministry of National Defense and the People's Committees of provinces and cities will synthesize and report the results of the thematic inspection to the Government Inspectorate.
Before September 25, 2025, the Government Inspectorate will issue Inspection Conclusions and before October 1, 2025, the Government Inspectorate will synthesize and report to the Prime Minister.
