On March 2, according to the Ministry of Public Security's Electronic Information Portal, Senior Lieutenant General Tran Quoc To - Member of the Party Central Committee, Deputy Secretary of the Central Public Security Party Committee, Deputy Minister of Public Security - just wrote an article: "Continuing to innovate the organization of the People's Public Security (CAND) in the direction of streamlining, compactness, and strength".
In the article, Senior Lieutenant General Tran Quoc To said that the Central Party Committee of the Public Security has promptly developed a Project to submit to the Politburo for approval and promulgation of Resolution No. 22-NQ/TW dated March 15, 2018 "on continuing to innovate and reorganize the apparatus of the Ministry of Public Security to be streamlined, effective and efficient", which is the basis for the Government to issue Decree No. 01/2018/ND-CP dated August 6, 2018 stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security.
Accordingly, the Ministry of Public Security has terminated the operation of 7 units at the General Department level and equivalent, reducing 55 units at the Department level, 7 police schools, 20 provincial fire and fighting police, more than 500 department-level units and over 1,000 team-level units.
On March 16, 2022, the Politburo approved and issued Resolution No. 12-NQ/TW "on promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force to meet the requirements and tasks in the new situation". The Central Public Security Party Committee then issued Plan No. 118 and the Ministry of Public Security issued and implemented Project No. 19 "on continuing to improve the internal organization of the Public Security unit and locality to be lean, compact and strong".
In the second arrangement, the entire People's Public Security force reduced 279 department-level units and 1,237 team-level units.
The Central Public Security Party Committee has Project No. 25, submitted on January 11, 2025 and has been approved by the Politburo, the Central Executive Committee, the National Assembly, and the Government to continue to reorganize the local public security apparatus, end the district-level public security activities and receive a number of tasks from ministries and branches in accordance with the functions and tasks of the Ministry of Public Security.
Accordingly, on February 18, 2025, the Government issued Decree No. 02/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security, effective from March 1, 2025.
Up to now, the organization of the People's Public Security apparatus has been arranged from 4 levels to 3 levels; arranged local police according to 2 levels, not district-level police; adjusted the motto " Strong province, comprehensive district, commune sticking to the grassroots" to "comprehensive province; strong commune, sticking to the grassroots"; completed the reception and readiness to deploy 5 new tasks from ministries and branches to the Ministry of Public Security.
From March 1, 2025, the Ministry of Public Security will continue to reduce 1 unit at the Department level, reduce 7 units at the Department level, end the operation of 694 district-level police and 5,916 subordinate teams.
