Accordingly, the merger and new establishment still ensure continuous, stable, effective and efficient unified operations in the direction, management and provision of public services of the new commune-level administrative units.
The handover and acceptance of management responsibilities between the old administrative unit and the new administrative unit must be carried out synchronously, and statistical work and inventory of each management area must be carried out to ensure completeness and accuracy.
