6 department directors and equivalent department directors apply for early retirement
On the afternoon of February 19, speaking with Lao Dong reporter, the leader of the Thai Binh Department of Home Affairs said that, based on the Central's policy on the arrangement of the organization, apparatus and Decree 178/2024/ND-CP of the Government; implementing the direction of the leaders of the Provincial Party Committee - People's Council - People's Committee of Thai Binh province, in the past time, the Department of Home Affairs has deployed and guided departments, branches, agencies, units and localities to carry out the steps of the application review process of voluntary people retiring before the age and voluntarily applying for resignation in the process of streamlining and arranging the apparatus.
As of February 19, according to statistics, 319 cases of cadres, civil servants, public employees, and workers working at departments, branches, sectors, agencies, units, and localities in Thai Binh province have submitted applications for voluntary retirement or early retirement.
All cases with applications have been approved by the leaders of the agencies and units and transferred to the Thai Binh Department of Home Affairs.
Of which, 4 people hold the position of Department Director, 2 people hold the position of equivalent to Department Director; 13 people hold the position of Deputy Director of the Department and equivalent to Deputy Director of the Department; 5 people are members of the District Standing Committee; 31 people hold the position of Department Head; 47 people hold the position of Deputy Head of the Department; 22 people hold the position of Head, Deputy Head of the Department of the unit under the department, branch and equivalent; 82 civil servants; 85 public employees and 28 workers.
Details of regulations on additional support policies of Thai Binh province
Also on the afternoon of February 19, at a meeting to resolve urgent work, the People's Council of Thai Binh province, term XVII, 2021-2026, passed a series of important resolutions, including a resolution on regulations on additional support policies for cadres, civil servants, public employees, and workers in the implementation of organizational restructuring under the management of Thai Binh province.
This Resolution stipulates additional support policies for cadres, civil servants, and public employees receiving salaries from the state budget, and those working under the retirement labor contract regime (retiring early and quitting) in agencies, organizations, and units under the management of Thai Binh province, including: Agencies and units implementing consolidation, merger, establishment, and termination of operations; administrative organizations and units implementing consolidation, merger, establishment, and dissolution under agencies and units arranging internal organizational apparatus.
Accordingly, cadres, civil servants, public employees and workers who retire early or quit their jobs according to the provisions of Decree No. 178/2024/ND-CP, in addition to the policies and regimes prescribed by the Government, will enjoy the additional support policies of Thai Binh province as follows:
Cadres, civil servants, public employees, and workers who have submitted a voluntary application from January 1, 2025 and are approved by competent authorities and submit the application within the period from February 20, 2025 to March 20, 2025 will enjoy the province's one-time support policy equal to 30% of the subsidy level according to Decree No. 178/2024/ND-CP.
Cadres, civil servants, public employees, and workers who have submitted a voluntary application and have been approved by competent authorities and submit the application within the period from March 21, 2025 to May 31, 2025 will enjoy the province's one-time support policy equal to 20% of the subsidy level according to Decree No. 178/2024/ND-CP.
Cadres, civil servants, public employees, and workers who have submitted a voluntary application and have been approved by competent authorities and submit the application within the period from June 1, 2025 to February 20, 2026 are entitled to the province's one-time support policy equal to 10% of the subsidy level according to Decree No. 178/2024/ND-CP.
For cadres, civil servants, public employees, and workers who retire outside the prescribed time, they will not enjoy the province's additional support regime and policies.
In case the competent authority issues a document to adjust the scope and subjects of application according to Decree No. 178/2024/ND-CP, cadres, civil servants, and public employees receiving salaries from the state budget, and people working under labor contracts according to the provisions of labor law before January 15, 2019 have a voluntary application and are approved by the competent authority, and submit the dossier within 30 working days from the date of the document to adjust the scope, the subjects will enjoy the province's one-time support policy equal to 30% of the subsidy level according to Decree No. 178/2024/ND-CP.
If the above subjects are elected or re-recruited to agencies, organizations and units receiving salaries from the state budget within 60 months from the date of resignation according to the decision of the competent authority, they must return the support amount received to the agency, agency, agency or unit that paid the support.
Agencies, organizations, and units that elect and recruit are responsible for recovering all the supported amount and paying it to the state budget according to regulations.
