Ho Chi Minh City plans to streamline 4 groups of civil servants and public employees, cutting 4% this year.

The Ho Chi Minh City Department of Home Affairs has just submitted to the Ho Chi Minh City People's Committee a project to reorganize, arrange and implement policies for cadres, civil servants, public employees, non-professional workers and workers (collectively referred to as civil servants and public employees) after reorganizing the apparatus of the political system.

According to the plan, Ho Chi Minh City will cut at least 20% of the number of civil servants and public employees receiving salaries from the state budget.

In 2025, Ho Chi Minh City strives to reduce at least 4% of the current total payroll.

In the first quarter of 2025, agencies and units will review and make a list of cases that are not eligible to continue working, and at the same time develop a roadmap to resolve policies for those subject to cuts.

From the second quarter to the end of 2025, the review and evaluation process will continue. Agencies and units will develop a job position project, determine a reasonable payroll, and at the same time make a list of redundant personnel to implement policies according to the provisions of Decree 178/2024 of the Government.

In the period of 2026 - 2030, Ho Chi Minh City will continue to cut at least 4% of civil servants and public employees per year.

The city also plans to organize a preliminary review conference in 2027 and a review in 2030 to evaluate the effectiveness of implementation, thereby proposing a payroll management model suitable to reality.

According to the project, staff streamlining applies to 4 main groups of subjects:

- Leaders, managers, civil servants, and public employees at agencies and units to reorganize the apparatus, restructure, and streamline the apparatus.

- Commune-level cadres, civil servants and part-time workers.

- Those who are not re-elected or reappointed, as prescribed in Clauses 1, 3, 4, 5, Article 2 of Decree 177/2024 of the Government.

- People working under labor contracts before January 15, 2019.

The staff streamlining policy is applied to agencies, organizations, public service units of the Party, State, the Vietnam Fatherland Front and socio-political organizations from the city level to the commune level; associations assigned by the Party and State and public service units under the Ho Chi Minh City People's Committee, departments, branches, districts and Thu Duc City.

In February 2025, the Ho Chi Minh City People's Council passed a resolution on additional support for cadres, civil servants, public employees and workers who quit their jobs when the city reorganizes the apparatus and restructures administrative units.

In addition to general policies under Decree 178/2024 of the Government, Ho Chi Minh City has a separate support regime for cadres, civil servants and public employees subject to streamlining.

The city estimates about VND17,000 billion to support 7,159 people subject to streamlining.

Of which, 521 civil servants and public employees belonging to the Party sector; 2,015 cadres and public employees at the city and district levels (excluding the commune level); 988 people affected by the rearrangement of commune-level administrative units; 2,767 civil servants receiving salaries from the budget (excluding the health and education sector).

In addition, there are 418 people in charge of Party work at state-owned enterprises; 450 people do not meet the age requirements for re-election or reappointment.
