On July 1st, a national conference was held in Hanoi to summarize 1 year and 6 months of implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
At the conference, Mr. Luu Anh Tuan - Deputy General Director of VinSmart Future Joint Stock Company presented a paper by Vingroup Group on "Breakthrough in strategic technology deployment through AI and Big Data integration".
According to Mr. Luu Anh Tuan, AI is now far beyond the scope of a technology application. AI is a continuous layer of competence, capable of accelerating semiconductors, robots, smart manufacturing, healthcare, education, finance, smart cities, national governance and national defense and security.
If data is considered a strategic material, then AI is the engine to transform that material into knowledge, decision, productivity and commercial products. Any country that masters data, platform models and computing infrastructure will have the initiative in new technology value chains" - Mr. Luu Anh Tuan emphasized.
At the conference, representatives of Vingroup Group proposed 6 strategic breakthroughs to promote the effectiveness of integrating AI and Big Data to promote the development of strategic technologies of the country.
The first is to build a national AI data infrastructure. In which, data needs to be considered a strategic resource of the nation. Currently, data is still scattered between ministries, sectors, localities and businesses; lacking unified standards and safe sharing mechanisms.
Accordingly, it is proposed that the Government implement the National AI Data Infrastructure Program, including data standardization; build a data sharing mechanism between the State, businesses and institutes and schools; and develop open data warehouses.
The second is to invest in developing "Make in Vietnam" AI platform models. Mr. Luu Anh Tuan said that currently most Vietnamese businesses are still dependent on foreign AI models, leading to high costs, technology dependence and data risks.
The government can build a National AI Program with a focus on developing foundational AI models such as large language models, multi-mode models, AI models for robots, smart manufacturing and strategic areas.
These models need to be developed in an open platform direction so that the business community can continue to develop thousands of different applications, forming the AI Make in Vietnam ecosystem.

Third is the development of national AI computing infrastructure. Besides data and models, computing capacity is a prerequisite for AI development. This is currently a major bottleneck for Vietnam when infrastructure investment costs are very high and exceed the capacity of the majority of businesses and universities.
Proposing the Government to invest in national AI computing infrastructure according to a shared model, similar to cloud computing infrastructure, allowing research institutes, universities and businesses to access computing resources at reasonable costs.
Fourth is institutional innovation to promote innovation.
Fifth is developing human resources and attracting AI talents.
And the sixth is to promote commercialization and bring Vietnamese AI globally. For AI to truly become a driving force for growth, it is necessary to form AI businesses with regional and international scale.
This unit proposed that the Government implement the Vietnam AI Global Program, support businesses to develop products that meet international standards, protect intellectual property, connect with investment funds and expand the global market.
Vingroup is ready to participate in data programs, platform models, computing infrastructure, human resource training, sandbox testing and commercialization of Vietnamese AI products" - Deputy General Director of VinSmart Future Joint Stock Company said.
