The Ministry of Home Affairs said that our country is actively implementing a two-level local government organization model (provincial and commune levels).
Therefore, enhancing the effectiveness and efficiency of the operation of the commune-level government as a government level close to the people, close to the people, directly organizing the implementation of policies and laws and solving problems of people and businesses, providing basic public services is an urgent requirement.
The National Assembly has issued Law on Organization of Local Government No. 72/2025/QH15, the Government and competent authorities have issued Decrees and guiding documents to implement the 2-level local government model, including many comprehensive innovations in the organization of the apparatus, determination of tasks, powers, as well as the operation methods of commune-level government.
Based on practical needs, the book "Handbook of organization and operation of local government at the commune level" was compiled (in paper and electronic versions) to provide systematic, complete and easily accessible information for commune-level cadres and civil servants in implementing the Law on Organization of Local Government 2025 and new relevant legal documents.
The content of the "Local Government at the Commune Level" Handbook is designed in a practical and clear direction, concretizing responsibilities, tasks, powers, working relationships and handling situations arising at the grassroots level, ensuring unity and effectiveness in organization and implementation.
The "local government at the commune level" handbook is divided into 6 main parts, each focusing on important aspects of the organization and operation of commune-level government.
Part 1: General issues on local government at the commune level, introduction to the organization of commune-level administrative units (communes, wards, special zones), principles of organization and operation, as well as the position and functions of the People's Council and People's Committee.
Part 2: People's Councils at the commune level, clearly state the tasks, powers, organizational structure and operation of the People's Councils, including the Standing Committee of the People's Council, the Committees and People's Council delegates.
Part 3: Commune-level People's Committees, present tasks, powers, organizational structure and operations of the People's Committees, and the leadership role of the Chairman of the People's Committee.
Part 4: Commune-level People's Council delegates, describe the standards, tasks, and powers of commune-level People's Council delegates, including the responsibility to represent the will and aspirations of the people and conduct supervision.
Part 5: Coordination and management mechanism, emphasizing coordination between People's Councils and People's Committees, the role of the Chairman of the People's Committee and the application of technology in management.
Part 6: Highlights of the Law on Organization of Local Government 2025, focusing on the two-level government model (provincial and commune), clearly decentralizing, delegating power and strengthening the autonomy of commune-level government.
In addition, the Handbook also includes an Appendix providing a list of 28 decrees and legal documents related to decentralization and delegation of authority in the fields of state management.
