1. Comrade Bui Thi Minh Hoai - Member of the Politburo of the XIII term, Secretary of the Party Central Committee of the XIII term, Secretary of the Party Committee of the Fatherland Front, Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front.
2. Comrade Ha Thi Nga - Member of the 13th Party Central Committee, Vice Chairman, Secretary General of the Central Committee of the Vietnam Fatherland Front.
3. Comrade Nguyen Dinh Khang - Member of the 13th Central Committee of the Party, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Secretary of the Party Committee, Chairman of the Vietnam General Confederation of Labor.
4. Comrade Luong Quoc Doan - Member of the 13th Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Central Vietnam Farmers' Union.
