On the morning of January 20, the 14th National Party Congress (Party Congress XIV) solemnly opened at the National Convention Center (Hanoi).
At the opening session, the Congress announced the Presidium consisting of 16 Politburo members:
1. General Secretary To Lam - Chairman of the Presidium.
2. Politburo Member, President Luong Cuong.
3. Member of the Politburo, Prime Minister Pham Minh Chinh - Secretary of the Government Party Committee.
4. Politburo Member, National Assembly Chairman Tran Thanh Man - Secretary of the National Assembly Party Committee.
5. Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu - Secretary of the Party Committee of Central Party Agencies.
6. Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Committee Le Minh Hung.
7. Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Phan Dinh Trac.
8. Member of the Politburo, Director of Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang.
