Meanwhile, some localities have had very modest results in eliminating temporary and dilapidated houses such as Ha Tinh has only eliminated 26 houses, Binh Thuan has eliminated 36, Long An has eliminated 57 houses.

On the afternoon of March 10, the 3rd meeting of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide took place in Hanoi.

Minister of Ethnic Minorities and Religions Dao Ngoc Dung said that from now until December 31, 2025, according to the registration of localities, 101,508 houses need to be completed.

To date, 22 agencies and units have transferred VND 2,230/3,464 billion according to the resource mobilization plan at the program launched on October 5, 2024 (reaching 64.4%).

The remaining agencies, units and organizations have a plan to complete the transfer of support funds in the second quarter of 2025 so that localities can organize the implementation of the work of eliminating temporary and dilapidated houses according to the plan.

Meanwhile, as of February 28, 2025, the Central Fund for the Poor has received over VND80.159 billion to support the demolition of temporary and dilapidated houses. The Fund Mobilization Committee has allocated 13.74 billion VND to Ca Mau and Nghe An provinces.

In addition, some units have also mobilized more than VND556 billion to build 11,000 houses.

In localities, up to now, 7 localities have completed the elimination of temporary and dilapidated houses, including Hanoi, Ho Chi Minh City, Hai Phong, Quang Ninh, Ba Ria - Vung Tau, Vinh Phuc, Bac Ninh.

Some localities registered in April to complete the removal of temporary and dilapidated houses. In April, May and June, 9 units registered to complete.

Some localities with good results include: Nghe An, Soc Trang, Lao Cai, Dong Thap, Ca Mau, Bac Giang, Phu Tho, Gia Lai.

Some localities have very modest results such as: Ha Tinh has 26 new houses, Binh Thuan has 36, Long An has 57, Dak Lak has 74.

Some localities mobilize resources very well, especially localities facing difficulties such as Ha Giang. There have been many ways to mobilize forces from the police, army, youth, and veterans to participate, so although the money is small, the results are very good. There are those who mobilized the support level of 60 million VND but built houses with 200-300 million VND.

To speed up progress, Minister Dao Ngoc Dung proposed assigning the Ministry of Finance to receive comments from Government members on funding from the 5% savings of state budget expenditure in 2024, and complete the dossier to submit to the Prime Minister for allocation decision for localities to implement.

At the meeting, Deputy Minister of Construction Nguyen Van Sinh said that, synthesizing the reports of provinces and centrally run cities, on January 24, 2025, the Ministry of Construction issued Document No. 454/BXD-QLN to the Ministry of Finance on the data of meritorious people.

Accordingly, there are 50,440 households in need of housing support (including 21,501 newly built households and 28,939 repaired households); corresponding to the central budget support of VND1,939.638 billion and the local budget support of VND218.592 billion.

The Ministry of Construction, localities as well as the Ministry of Finance have developed a budget allocation plan to submit to the Prime Minister for approval. Immediately after the Prime Minister approves, the Ministry of Construction will coordinate with localities to implement immediately.

"There is a project and available capital, and it is recommended that localities actively direct the implementation to ensure the completion of more than 50,000 houses this year. The Ministry of Construction will directly work with the working group to urge implementation according to the set requirements," said Deputy Minister Nguyen Van Sinh.
