This information was released in the Report on the People's Satisfaction Index for the service of state administrative agencies in 2025 (SIPAS Index 2025) announced by the Ministry of Home Affairs.
The survey was conducted nationwide with 36,000 survey entries in 720 communes and wards in 34 provinces and cities, collecting 35,649 valid entries (reaching 99.03%), ensuring representativeness and high reliability.

The report clearly stated that the general satisfaction level of people with the service of state administrative agencies in 2025 reached 83.09%. In addition, 77.92-91.12% of respondents were satisfied with the service in 34 provinces and cities.
However, the report also shows that there is still a negative situation of civil servants in handling work for people.
In 2025, 89.09% of people surveyed said that there were no officials causing trouble or harassment; 11.05% said that there were some officials causing trouble and harassment, and 0.96% said that there were many officials causing trouble and harassment.
Meanwhile, 89.49% of people surveyed said that no people had to give money outside the regulations to civil servants for work to be resolved; 8.88% said that some people had to give money and 1.63% said that many people had to give money.

People's perceptions of harassment and negativity of civil servants in 2025 have increased compared to 2023 and 2024.
This can be seen through the percentage of people surveyed who believe that no civil servants cause trouble or harassment and the percentage of people who believe that no one has to give money to civil servants outside of fees/chargers as prescribed decreased compared to 2 years ago.
All 34 provinces and cities received opinions from people participating in the survey that there is negativity among civil servants, but this assessment has significant differences between localities.

In some provinces and cities, 21.66% of survey participants believe that some civil servants cause trouble and harassment, while in some provinces and cities, only 1% of surveyed people gave the same assessment.
In some provinces and cities, 17.22% of survey participants said that some people had to give money outside the regulations, while in some provinces and cities, less than 1% of surveyed people had similar opinions.
