On May 11, the Ministry of Home Affairs announced the results of the Administrative Reform Index (CCHC) for 2025 of ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities (PAR INDEX 2025).
To determine the CCHC Index for 2025, the Ministry of Home Affairs conducted a survey of about 99,694 votes; of which 35,649 votes were from people to measure the level of satisfaction mentioned above; 64,045 electronic votes surveyed a group of subjects who are officials, civil servants, and management leaders at ministries, localities, associations, and unions.
The average value of the CCHC Index of 12 ministries and ministerial-level agencies in 2025 is 87.2%, an increase of 2.77% compared to 2024 (the average value of the CCHC Index in 2024 of ministries is 84.43%); 6 out of 12 ministries have the 2025 CCHC Index above the average value.
The results of the 2025 APS Index for ministries and ministerial-level agencies are divided into 2 groups.
Group A, achieving an Index result of 90% or more, including 4 units: Ministry of Justice; State Bank of Vietnam; Ministry of Finance; Ministry of Home Affairs.
Group B, achieving the Index results from 80% to below 90%, has 8 units: Ministry of Construction; Ministry of Agriculture and Environment; Ministry of Industry and Trade; Ministry of Science and Technology; Ministry of Culture, Sports and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training and Ministry of Health.
According to the ranking, the Ministry of Justice achieved the highest Administrative Reform Index in 2025 with a result of 95.48%, 14.47% higher than the Ministry of Health, the unit with the lowest Administrative Reform Index in 2025, with a value of 81.01%.

In 2025, 5 out of 7 component indices achieved an increased average value compared to 2024, including: "Institutional reform"; "Administrative procedure reform"; "Organizational apparatus reform" and "Public financial reform" and "Digital transformation in state agencies".
In addition, 2 of the 7 component indices have decreased in average value compared to 2024, which are the component indices: "Directing and operating administrative reform"; "Reforming the public service regime".

The component index "Directing and operating administrative reform" has the highest average value among the 7 component indices with a value of 93.99%; continuing to affirm that administrative reform work always receives attention and drastic direction from the Central Government, the Government, the Prime Minister to ministries and sectors.
The Ministry of Home Affairs said that although the average value decreased more than in 2024, the value decreased not much (down 0.96%, from 94.95% in 2024 to 93.99% in 2025).
The main reason is that some ministries have not performed well in propaganda and periodic reporting regimes.
This year is the 14th year that the Ministry of Home Affairs has implemented the assessment and determination of the CCHC Index of provinces.
The Ministry of Home Affairs has approved a new set of evaluation criteria to amend, supplement, and update evaluation criteria and methods to suit reality and contribute to promoting ministries, sectors, and localities to successfully implement the administrative reform goals and tasks assigned by the Government in Resolution No. 76/NQ-CP.
Accordingly, the Ministry-level CCHC Index includes 7 evaluation areas, 43 criteria and 95 component criteria; of which: there are 68.5 points for evaluating the results of CCHC and 31.5 points for assessing the impact of CCHC.
