This content is stated in Official Dispatch No. 159/TTg-CDS of the Prime Minister on reusing information and data that has been connected and shared to resolve administrative procedures (TTHC) for people and businesses.
The Prime Minister requested to strengthen the receipt and thorough handling of reflections and recommendations from people and businesses regarding the request to provide information and documents that can be exploited in databases (CSDL), VNeID; publicize the results of handling according to regulations.
Within the scope of authority, strengthen inspection and supervision of implementation; promptly rectify and strictly handle officials, civil servants, and public employees who violate regulations and requirements on reusing information and data that have been connected and shared to serve the resolution of administrative procedures, causing trouble for people and businesses.
National database management ministries and specialized databases urgently review and complete the announcement of the scope of information in the database that is exploited and used to replace documents in the administrative procedure dossier component on the National Public Service Portal.
Periodically every month, provide information on the results of providing and sharing information from the database to ministries, branches, and localities to reduce administrative procedures.
Promptly focus on building and completing national databases and specialized databases as required in Decree No. 278/2025/ND-CP, Resolution No. 214/NQ-CP, Resolution No. 71/NQ-CP and Resolution No. 11/NQ-CP and connecting and sharing data to the National Data Center, ensuring data is "correct, sufficient, clean, live, unified, shared", synchronizing master data and data for administrative procedure resolution and deploying on the National Public Service Portal according to the centralized "one-stop shop" model.
Guide ministries, ministerial-level agencies, and People's Committees of provinces and cities to connect to exploit and use CSDL, in which clearly identify the necessary information fields for exploitation and use; issue guidelines and coordinate to deploy connections to exploit and use information in CSDL.
Supporting localities in the training process, guiding the process of processing dossiers on the centralized TTHC resolution information system of ministries and sectors in the direction of "holding hands and guiding" for TTHC resolution officials, especially the exploitation and storage of information in the components of TTHC resolution dossiers shared from information systems, national databases, specialized databases, VNeID.
Promptly review and overcome errors, update to ensure the accuracy, completeness, and consistency of data; regularly develop, upgrade, integrate, and connect databases under management; create conditions for competent agencies to exploit and use them to serve the resolution of administrative procedures.
Coordinate to promptly handle feedback on insufficient, incorrect, and unupdated information in the database, and prevent people and businesses from having to supplement documents many times due to connection errors and data updates.
Deploying integrated functions for centralized login management using VNeID for accounts of officials, civil servants, public employees, and leaders participating in resolving administrative procedures.
The Ministry of Public Security urgently guides ministries to connect the centralized TTHC information system with the electronic identification and authentication system; guides the exploitation of information from people and businesses in the VNeID application to serve TTHC resolution.
