At the First Extraordinary Session, the 16th National Assembly passed the Law on Urban Development. This Law takes effect from October 1, 2026.
This Law stipulates mechanisms and policies to promote the development of cities that are special-class cities, other cities and special economic zones.
Ho Chi Minh City, other cities that are special urban areas are subject to the mechanisms and policies to promote the development of special urban areas specified in this Law. Hanoi City shall implement according to the provisions of the Capital Law.
Regarding the development of education and training, according to the law, the City People's Council stipulates management mechanisms, financial mechanisms, use of public assets, mobilization of socialized resources of educational institutions with multiple levels of education, high-quality educational institutions, educational linkage institutions and advanced and modern school models.
The government is entitled to apply scholarship policies, special preferential mechanisms for people with talents, talents, and particularly outstanding achievements; other mechanisms and policies to encourage and support learners, teachers, education managers, and educational institution managers to study, research, and give visiting lectures at home and abroad in key fields and industries according to the regulations of the City People's Committee.
Have mechanisms and policies to support education and comprehensive education development in educational institutions in the City.
At the same time, there should be mechanisms and policies to assign tasks, order or bid to provide training and fostering services for higher education institutions, vocational education institutions, research institutes, domestic and foreign organizations with training and fostering functions to develop high-quality human resources.
Support policies for businesses, organizations, and individuals in the City participating in educational activities.
The Law also stipulates that the City People's Committee has the authority to regulate the implementation of educational links between public and private preschool and general education institutions and foreign institutions.
Regulations on criteria and conditions to ensure the quality of education and educational services for key educational institutions in the City.
Supplementing the preschool education and general education programs but must ensure requirements on educational goals, qualities, and abilities of students to be achieved and the compulsory educational content of the preschool education program and the national general education program.
