The Law on Urban Development has been passed by the National Assembly at the First Extraordinary Session. This Law takes effect from October 1, 2026.
This Law stipulates mechanisms and policies to promote the development of cities that are special-class cities, other cities and special economic zones.
Ho Chi Minh City, other cities that are special urban areas are subject to the mechanisms and policies to promote the development of special urban areas specified in this Law. Hanoi City shall implement according to the provisions of the Capital Law.
Regarding attracting, valuing and developing human resources, the City People's Council stipulates policies to attract, value and develop high-quality human resources, talented people working in agencies, organizations, units, and businesses in the city, including:
Policies on recruitment, training, fostering, income, salaries, bonuses and other preferential treatment regimes; policies on developing human resources in the digital technology industry and human resources in other key areas.
Or policies on housing, residence and necessary working conditions; special mechanisms to attract and value experts, scientists, managers, chief engineers, chief architects, people with high expertise and qualifications in priority development areas of the city.
In addition, the City People's Council stipulates policies and the use of the city budget to implement support and investment in facilities and equipment for key educational and training institutions in the city.
Social policies on housing for cadres, civil servants, and public employees in the city.
Supporting funding for training, fostering, and improving professional qualifications, nghiệp vụ, and vocational skills domestically and at training institutions abroad for cadres, civil servants, public employees, and workers under the city's management.
Invest in modernizing a number of key, high-quality colleges that meet regional and international standards in accordance with the development orientation of priority industries and occupations.
Implementing tuition fee support policies for students studying key industries and occupations, industries and occupations that approach advanced levels in the region and the world.
Foreigners who are experts, scientists, managers, creative startup individuals, creative individual investors, and highly qualified workers are supported to resolve procedures for issuing certificates of non-issuance of work permits or work permits and are considered for issuance of visas and temporary residence cards with family members according to the provisions of law.
The City People's Committee stipulates the scope, fields, and conditions for supporting the issuance of certificates of non-issuance of work permits or work permits; visas, temporary residence cards for subjects specified in this clause.
