Article 13, Decree 317/2026/ND-CP Regulating the organization, management and use of the National Scholarship Fund (effective from October 1, 2026) stipulates talent scholarships as follows:
1. Talent scholarships are scholarship programs with high selectivity, aimed at discovering, encouraging, fostering and developing learners of talent programs, learners with excellent achievements, talents, outstanding abilities or special development potential in study, research, science, technology, innovation, startup, professional skills development and other priority fields, meeting the conditions and criteria for selection of the scholarship program.
2. Talent scholarships are implemented in accordance with each level of education, training level, priority industry group, field and human resource development goals in each period; prioritizing postgraduate students, people studying basic sciences, engineering, technology and other priority fields; can provide support according to academic year, full course, academic tasks, research, projects, products, achievements or outputs according to the regulations of the scholarship program.
3. The consideration of talent scholarships is based on the objectives of the scholarship program; achievements, capacity, development potential, academic results, research, training, scientific and technological products, innovation, entrepreneurship, professional skills, awards, learning commitments, research, contributions or other criteria suitable to the objectives of the scholarship program.
Thus, from October 1, 2026, talent scholarships will be awarded to subjects according to the above regulations.
