On July 27, the Central Inter-sectoral Working Group led by Deputy Minister of Home Affairs Truong Hai Long, Chairman of the Appraisal Council, surveyed the reality and appraised the dossiers of the Project to establish wards under Bac Ninh province and the Project to establish Bac Ninh city directly under the Central Government.
The project to establish Bac Ninh city directly under the Central Government is built on the basis of maintaining the current state of natural area of 4,713.75km2, population size of 3,989,623 people and 99 commune-level administrative units.
At the same time, the province proposed to establish 12 wards including: Yen Phong, Tien Du, Chi Lang, Phu Lang, Luong Tai, Gia Binh, Nhan Thang, Hiep Hoa, Bo Ha, Lang Giang, Kep and Luc Nam on the basis of maintaining the administrative boundaries of the current communes.
After establishment, Bac Ninh city directly under the Central Government still retains its natural area, population size and has 99 commune-level administrative units, including 45 wards and 54 communes; the number of wards increased by 12, the urbanization rate reached 63.5%.

Regarding conditions and standards, Bac Ninh province fully meets 7/7 standards of centrally-run cities according to the regulations of the National Assembly Standing Committee; 12 communes planned to establish wards all meet 5/5 standards according to regulations.
For the criterion of type I urban area, the Appraisal Council chaired by the Ministry of Construction has conducted a field survey and is completing procedures to submit for recognition.
At the conference, members of the Working Group assessed that the dossiers and projects were prepared meticulously and received high consensus from central agencies.
Through practical surveys and studying dossiers, members unanimously agreed that Bac Ninh province basically fully meets the conditions and standards to become a centrally-run city.
For the 12 communes proposed to establish wards, localities all have good urbanization foundations, developed socio-economic infrastructure, meeting the requirements of organizing urban government.
In addition, the working delegation requested the province to continue reviewing and completing the dossier, ensuring consistency between data, supplementing sufficient legal basis, planning and contents according to Conclusion No. 52 of the Politburo.
Speaking at the conference, Chairman of Bac Ninh Provincial People's Committee Pham Hoang Son affirmed that building Bac Ninh into a centrally-run city is a particularly important political task to realize the Party and State's policy of building a new growth pole for the region and the whole country.
Chairman of Bac Ninh Provincial People's Committee requested departments, branches, and localities to seriously and fully absorb the opinions of the Appraisal Council, urgently complete dossiers with the highest requirements for quality, accuracy of data and legal basis; and at the same time develop specific programs and plans to implement the model of a centrally-run city after being decided by competent authorities.
Concluding the working session, Deputy Minister of Home Affairs Truong Hai Long, Chairman of the Appraisal Council, said that the Council had unanimously approved the appraisal report to submit to competent authorities for consideration and decision. The voting results reached absolute consensus with 11/11 members in favor, showing high consensus for the dossiers of the two projects of Bac Ninh province.
The Deputy Minister of Home Affairs acknowledged and highly appreciated the proactiveness and determination of Bac Ninh province and relevant agencies in the process of building and completing dossiers in a short time.
At the same time, it is proposed that the province continue to review, supplement, and complete the submissions, reports, data and economic indicators, ensuring the accuracy and consistency of the dossier.
