On the morning of May 5th, information from the Office of the People's Committee of Bac Ninh province said that Mr. Pham Hoang Son - Chairman of the People's Committee of Bac Ninh province has just chaired a conference to review criteria and develop a project for Bac Ninh city directly under the Central Government.
At the conference, representatives of the leaders of the Department of Home Affairs briefly reported on the Outline of the Project to establish Bac Ninh city directly under the Central Government.
The project proposes to establish Bac Ninh city directly under the Central Government based on the status quo of Bac Ninh province; and at the same time, it is expected to establish 13 new wards from existing communes, raising the total number of commune-level administrative units to 99 units, including 46 wards and 53 communes.
The project also comprehensively assesses the impact of the establishment of centrally-run cities in the fields of socio-economics, state management, people's lives, urban infrastructure, environment, social security and national defense and security; thereby determining development orientations in accordance with the Resolution of the Provincial Party Congress and development programs and plans in the coming period.
Speaking at the conference, Mr. Mai Son, Standing Vice Chairman of Bac Ninh Provincial People's Committee, requested departments and branches to unify procedures, accelerate the progress of completing dossiers; study hiring professional consultants to improve document quality, and at the same time complete reports to submit to the Central Government in the coming week.
The working group agreed to review and remove unfeasible targets, especially the content of new rural areas at the provincial level, to avoid spreading resources.
Concluding the conference, Chairman of Bac Ninh Provincial People's Committee Pham Hoang Son requested high concentration and urgent completion of the Project dossier, ensuring progress, quality and persuasiveness. If completed, Bac Ninh will become the 8th locality in the country to be a centrally-run city.
Regarding the roadmap, it is necessary to implement in parallel to complete the criteria for type I and type II urban areas; the establishment of more wards must be carefully reviewed, and units with good conditions must be selected to ensure feasibility. Criteria such as smart cities and new rural areas continue to be implemented, and flexibly applied to increase persuasiveness.
Affirming high determination, the Chairman of Bac Ninh Provincial People's Committee requested agencies and units to focus maximum resources, closely coordinate, build a complete and methodical dossier, create high consensus, and contribute to realizing the goal of making Bac Ninh a centrally-run city in the coming time.
