The urban development program of Bac Ninh province to 2030, which has just been approved by the Bac Ninh Provincial People's Committee, has identified the direction for developing a multi-polar urban system, forming growth poles associated with the advantages of each region, creating a foundation for building Bac Ninh into a centrally-run city and one of the dynamic development centers of the Red River Delta region.
According to the Program, the Bac Ninh urban system will be developed according to a multi-polar model, with clear stratification and decentralization, ensuring close links with the Hanoi Capital Region, the Red River Delta region and national economic corridors.
By 2030, Bac Ninh aims to complete and improve the criteria and standards of a type I urban area, a centrally-run city.
The urban system with the central area includes 8 type II urban areas, including: Bac Giang, Kinh Bac, Tu Son, Tien Du, Yen Phong, Que Vo, Gia Thuan and Hiep Hoa. In addition, the orientation is to expand 4 more urban areas including Tan Yen - Yen The, Lang Giang - Luc Nam, Luc Ngan and Son Dong, striving to meet the criteria of type II urban areas, expanding the development space to the North, East and ecological area of the province. Develop and expand, recognize some type III urban areas belonging to communes in the urban development area when ensuring the criteria and conditions according to regulations.
Each city is identified with its own function and role to promote comparative advantages and create linkages throughout the system.
In which, Bac Giang urban area continues to play the role of provincial-level center, general urban area, political - administrative, economic, cultural, educational, scientific and technical center of Bac Ninh urban area; orienting compact urban development at the urban center, ecological urban area associated with natural spaces, green - smart urban area.
Kinh Bac urban area is identified as a growth pole in the integrated economy, associated with Kinh Bac cultural space, developing according to the innovative urban model combined with TOD, while preserving historical urban areas and Quan Ho cultural space.
Tu Son urban area develops into a cultural, educational - training, commercial, and service center; focusing on renovating, embellishing and greening traditional craft villages, expanding service space, research and science - technology training.
For new urban areas and upgraded urban areas, Tien Du is oriented to become a cultural - historical and urban service center, associated with the Phat Tich complex, Lim festival and cultural tourism development. Yen Phong and Que Vo continue to promote their advantages as high-tech industrial, logistics and urban service centers; in which Yen Phong focuses on developing electronics and semiconductor industry, synchronizing worker housing infrastructure and social infrastructure, while Que Vo develops services - logistics associated with Que Vo ICD dry port and ecological urban space on both sides of the Cau River.
In particular, Gia Thuan urban area is identified as a new growth pole of the province associated with Gia Binh International Airport. This urban area is oriented to develop according to a multi-functional airport urban model, an aviation service center, logistics, free trade and modern services, while preserving and promoting the values of cultural heritage along the Duong River.
Hiep Hoa urban area is oriented to become the western gateway of the province, developing clean industry, urban services combined with high-tech agriculture.
Tan Yen - Yen The, Lang Giang - Luc Nam, Luc Ngan and Son Dong urban areas will promote advantages in industry, logistics, high-tech agriculture, ecotourism and nature conservation, contributing to expanding development space, strengthening regional linkages and effectively exploiting the potential of each region.
In parallel with the development of the urban system, in 2026, Bac Ninh will also prepare an assessment report, recognizing 11 wards as meeting the development level in type II urban areas according to regulations; and at the same time establish 12 new wards based on the status quo of eligible communes, gradually completing the system of urban administrative units in accordance with the development orientation of centrally-run cities.
