Many socio-economic indicators are among the leading ones in the country.
According to the report of the Bac Ninh Provincial Party Committee, up to now, the province has proactively developed and completed 91% of major plans and projects in the Action Program to implement the Resolution of the 13th National Party Congress and 27/27 key programs to implement the Resolution of the 20th Provincial Party Congress.
The province has basically completed the programs and projects; exceeded and achieved 20/28 targets of the Congress Resolution; especially, 7 directive contents at the 20th Provincial Party Congress.
The socio-economy overcomes difficulties and continues to develop. In 2024, growth is 6.03%; all 19/19 targets are completed and exceeded.
Industry develops towards high technology, semiconductor industry, forming the leading electronics center in Vietnam. Complete 100% of communes meeting new rural standards the earliest in the country.
By 2025, Bac Ninh province strives to complete the task of building new rural areas. Budget revenue for the 2021-2025 period is estimated to reach over 165,000 billion VND, an average increase of 4.7%/year; in 2024, it will reach over 33,000 billion VND, an increase of 13.29% (returning to the position of top 10 localities with the highest budget revenue in the country).
The work of planning, resolving land and environmental pollution issues has been resolutely directed and achieved many results. Up to now, it has basically met the criteria for a class I urban area by 2025 and become a centrally-run city by the end of 2026.
Attention is paid to the fields of culture, education, health care, and social security; people's lives are improved; the quality of mass education and key education continues to affirm its leading position in the country.
In October 2024, Bac Ninh province announced that there would be no more poor households; focusing on completing the project of building temporary and dilapidated houses, to be completed in January 2025 (leading the country). National defense and security were maintained, foreign relations were expanded, international cooperation and integration were strengthened.
The work of building the Party and the political system has achieved a clean and strong result; the leadership capacity and fighting strength of Party committees at all levels have been enhanced. The National Assembly delegation, People's Councils and authorities at all levels continue to innovate and improve their effectiveness and efficiency.
Striving to become a centrally-governed city by the end of 2026
Speaking at the meeting, General Secretary To Lam emphasized that Bac Ninh is a province in the Red River Delta, located north of the capital Hanoi.
With its fundamental advantages, along with the attention and facilitation of the Central Government, Party committees at all levels, the government, the business community and the people, Bac Ninh has united and made efforts to overcome difficulties. Up to now, the province has achieved important results.
Many socio-economic indicators are among the leading ones in the country. Political security and social order and safety are ensured. Party building and the political system are clean and strong. People's lives are improved. Up to now, Bac Ninh has basically met the criteria of a modern industrial province, an economic growth pole along with the Red River Delta.
In the coming time, the General Secretary suggested that Bac Ninh province continue to strengthen the building of a clean and strong Party and political system; promote the spirit of solidarity, creativity and drastic action of the entire Party Committee.
Improve the effectiveness and efficiency of management and administration at all levels of government, moving towards implementing the urban government model; reform administration, improve provincial competitiveness indexes; successfully direct Party Congresses at all levels, moving towards the 21st Provincial Party Congress, term 2025-2030.
The General Secretary requested the province to continue ensuring social security and welfare and improving people's lives; strive to complete the goals of the Resolution of the 20th Provincial Party Congress, term 2020-2025; in 2025, strive to achieve and exceed the target: Baseline scenario increases by over 8% and high scenario increases by over 10%; promote investment attraction for urban development, trade, and high-quality services.
In particular, the province focuses on a number of large-scale urban, tourism, entertainment and recreation areas; develops strategic transport infrastructure, industrial parks; improves urban utilities; regional trade centers; inland container depots (ICDs), logistics... creating spillover for tourism, service and cultural development, serving the Hanoi capital region and industrial parks in the area.
General Secretary To Lam welcomed Bac Ninh province's efforts to achieve the criteria of a class I urban area by 2025 and become a centrally-run city by the end of 2026; and requested the province to develop continuous development solutions in the coming time.
The General Secretary noted that the province needs to pay attention to investing, preserving and developing cultural values, ensuring social security and improving people's lives and happiness.
