According to the Resolution, the Bac Ninh Provincial People's Council agreed on the policy of allocating local budgets to implement component projects under the Project to invest in the construction of Ring Road 5 - Hanoi Capital Region section passing through Bac Ninh province, including:
- Component project 4-1: Compensation, support, resettlement (including the scope of highways and parallel roads).
- Component project 4-3: Construction of parallel road section passing through Bac Ninh province.
The total budget capital of the province is expected to allocate about 12,919 billion VND, based on the capital source structure and total investment approved by competent authorities.
The capital source is implemented from the provincial budget in the medium-term public investment plan for the period 2026-2030 and other legal capital sources as prescribed.
The Resolution clearly states that the Provincial People's Committee is assigned to organize the implementation of the next steps according to legal regulations.
The investment project to build Ring Road 5 - Capital Region is a nationally important project.
The project aims to form a highway connecting Hanoi Capital with localities in the region to meet sustainable transportation needs, contributing to creating spillover momentum and opening up new economic development space.
With a length of about 349km, the project passes through 7 localities: Hanoi City, Ninh Binh, Hung Yen, Hai Phong City, Bac Ninh, Thai Nguyen and Phu Tho.
The project includes a main route with a scale of 6 expressway lanes, design speed of 100 - 120km/h and a parallel road (side road) along the route with a minimum scale of 2 lanes, design speed of 60 - 80km/h.
Preliminary total investment is about 288.268 billion VND, including: the main expressway section is about 215.192 billion VND, implemented by the central budget; the parallel road section is about 73.076 billion VND, implemented by the local budget.
