Politburo member and National Assembly Chairman Tran Thanh Man has just signed and issued Resolution No. 1811/NQ-UBTVQH15 on supplementing the content of expenditure from the central budget expenditure estimate for 2025 decided by the National Assembly but has not been allocated in detail.
Accordingly, the National Assembly Standing Committee resolved to adjust and supplement the central budget expenditure estimate for 2025 that has been decided by the National Assembly but has not allocated details to ministries, branches and localities to implement the people's gift giving policy as prescribed in Clause 9, Article 4 of Resolution No. 160/2024/QH15.
Total cost: about 11,000 billion VND. gift level: 1 time, 100,000 VND/person.
The beneficiaries of the gifts are all citizens of Vietnamese nationality and people of Vietnamese origin who have not yet determined their nationality but have been granted an ID card and are residing in Vietnam and have been collected, updated, and issued personal identification numbers in the National Population Database as of August 30, 2025.
The Government organizes the implementation of this Resolution; is responsible for the data and proposed content; directs the Ministry of Public Security, the Ministry of Finance, the State Bank of Vietnam, People's Committees of provinces and centrally run cities and relevant agencies to promptly, publicly, transparently, and to the right subjects, preventing loss, waste, and negativity.
The Ethnic Council and the Committees of the National Assembly, the National Assembly Delegation, the National Assembly Delegation, and the State Audit, within the scope of their tasks and powers, shall supervise and audit the implementation of this Resolution.
