Resolution 71: Increasing the budget for education, adding great incentives for teachers

Ms. Nguyen Thi Viet Nga - Member of the National Assembly's Committee on Culture and Society affirmed the above when discussing with Lao Dong Newspaper about the breakthroughs of Resolution 71/NQ-TW (Resolution 71) recently issued by the Politburo.

Resolution 71 of the Politburo is considered a " strategic milestone" for Vietnamese education. What are the breakthrough new points of this document?

- Resolution 71 has many new points, breakthroughs and demonstrates deep attachment to the country's development practices.

Firstly, this Resolution does not only emphasize the role of education and training as the top national policy, but has set out very specific, feasible and clear goals and solutions, from the national target program of education, the establishment of the national scholarship fund, to the policy of exempting tuition fees and providing unified textbooks for free for students by 2030. These solutions directly reflect practical requirements, especially the people's desire for a fair and modern education.

Second, the Resolution clearly identifies and provides directions to resolve bottlenecks, such as quality differences between regions, policies for the teaching staff that are still inadequate, or the lack of synchronization in curriculum and textbooks. The approach of the Resolution is both unified and open, ensuring equality in access to knowledge, while creating space for localities to link education with the practical context.

Third, Resolution 71 demonstrates the attachment to the trend of the times, when education must be closely linked to science and technology, economy - society, and the labor market. New orientations help us have a solid political and legal basis to make education a driving force for national development.

The Politburo clearly expressed its viewpoint of spending at least 20% of the total state budget expenditure on education, along with major incentives for teachers. In your opinion, how will this affect the quality of human resources and the attraction of the teaching profession in the coming time?

- State budget spending on education and training is always an issue of concern and also raises many concerns. In Resolution 71, the Politburo clearly stated the special priority view for this field, considering this a strategic investment, not a regular cost. This shows a new shift in awareness and action, when education is affirmed as a decisive factor in the future of the nation.

However, the problem is not only the budget expenditure ratio, but also the efficiency of use. Although the proportion of the budget for education is already high, the results are not commensurate, there is still a situation of scattered and lack of concentration for facilities in disadvantaged areas, policies on teacher treatment or improving training quality.

Resolution 71 requires both increasing expenditures and innovating allocation and supervision methods. It is necessary to clearly decentralize, have a transparent mechanism, and link accountability with each budget item. At the same time, it is necessary to attach importance to socialization and strongly mobilize legal resources from the community, businesses, tuition funds, and scholarships. The budget for education in the coming time needs not only to be more but also more effectively, truly reaching students, teachers and key stages.

Resolution 71 demonstrates the determination to raise Vietnam's higher education level to regional and international standards. This is clearly demonstrated in the urgent direction of building a strategic framework for the development of higher education, which requires specific, outstanding mechanisms, investment to develop 3-5 elite universities according to the model of international-class research universities, training national talents. How do you consider this?

- In the context of limited resources, focusing on investing in creating a "locomotive" to develop the system together is correct and feasible. elite universities will be selected according to transparent criteria: training capacity, highly qualified teaching staff, modern facilities, international academic environment, research capability.

When eligible, these schools will not only train top-notch human resources but also lead innovation, transfer technology, and connect with the world's leading schools. To develop successfully, two conditions are needed: Specific mechanisms on finance, autonomy, and talent; Avoid over-huge differentiation, causing the gap between elite schools and other schools to widen.

elite schools must become "trailers" not "oases". The construction of 3-5 elite universities not only improves the quality of higher education, but also has strategic significance: Creating top-notch human resources, leading science and technology, promoting innovation and affirming the position of Vietnamese education on the global knowledge map.
