On July 4, at the regular Government meeting in June 2026 and the Government's online conference with localities, leaders of ministries reported on the results of task implementation in the first 6 months of the year, and at the same time proposed many solutions to remove bottlenecks, contributing to the implementation of the double-digit economic growth target in 2026.
Reporting at the meeting, Member of the Party Central Committee, Minister of Construction Tran Hong Minh said that currently 100% of urban areas nationwide have approved general plans. And the general planning rate of communes has been completed 94.4%; the current urbanization rate reaches 45.4%.
It can be affirmed that this is a very important foundation to expand development space, reorganize the urban and rural system, infrastructure in a synchronous direction, creating conditions to attract investment, develop service production and a healthier real estate market," Minister Tran Hong Minh emphasized.
Specifically for the railway industry, as of June 30, 1,791 standards and 40 regulations have been completed. Of which, high-speed railway 605 standards, urban railway 601 standards, Hanoi - Lao Cai - Hai Phong railway (electrification) are 585 standards.
The selection and application of standards and regulations for projects to basically meet implementation requirements and avoid problems, and meet the conditions for implementation.

According to Member of the Party Central Committee, Minister of Industry and Trade Le Manh Hung, despite facing many difficulties and fluctuations, the Industry and Trade sector still ensures stable gasoline and oil supply and provides sufficient electricity for the economy.
Electricity output in the first 6 months of the year reached 171.07 billion kWh, an increase of 9.57% compared to the same period. According to the Minister, the growth rate of the industry and the increase in energy consumption are in line with the GDP growth rate, thereby reflecting the economy is developing in a stable and sustainable direction.
However, the Minister of Industry and Trade acknowledged that there are still 4 difficult and challenging issues: Industrial growth is high but has not yet reached the target (15/34 localities have not achieved); Domestic trade growth reached 12.9% compared to the same period but has not yet reached the target and 14/34 localities have lower growth rates; Import and export turnover is growing very high but trade surplus needs to be controlled; Special attention should be paid to energy security issues in the last months of the year in the face of extreme weather and storms and floods.
From there, the Ministry of Industry and Trade will focus on 4 major solutions: Completing the institutional system, especially the Electricity Law, the Oil and Gas Law, and focusing on reviewing the adjusted Power Plan VIII.
The Ministry coordinates with ministries, branches, and localities to remove difficulties for industrial and energy projects to put them into operation immediately during the year. Promote the development of the processing and manufacturing industry, especially fluctuation management and flexible operation to ensure gasoline and electricity for the economy.

Speaking at the conference, Member of the Party Central Committee, Minister of Agriculture and Environment Trinh Viet Hung requested localities to focus on directing the completion of the land database - one of the key tasks of the sector in the current period.
Regarding the implementation of national target programs, the Minister requested localities to urgently accelerate the implementation progress right from the beginning of the term, avoiding repeating the situation of slow disbursement as in the previous period, when nearly 20,000 billion VND of capital had to be transferred to the next phase.
