On the afternoon of July 1, in Hanoi, the Central Steering Committee for Science, Technology, Innovation and Digital Transformation (Steering Committee) held a national conference to summarize 1 year and 6 months of implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
General Secretary, President To Lam - Head of the Steering Committee; Politburo members: Prime Minister Le Minh Hung; National Assembly Chairman Tran Thanh Man; Standing Secretary of the Secretariat Tran Cam Tu; Secretary of the Party Central Committee, Head of the Central Organization Committee Nguyen Duy Ngoc - Standing Deputy Head of the Steering Committee co-chaired the conference.
Also attending were Politburo members, Secretariat members, Central Party Committee members and leaders of central committees, ministries, and sectors.
The conference was organized in a direct combined online form, connecting from the central bridge point - Dien Hong Hall, National Assembly House to 3,662 bridge points at ministries, departments, branches, localities, agencies and units with a total of over 568,384 delegates attending.

Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation identifies the development of science, technology, innovation and digital transformation as a decisive factor in the development of nations; is a prerequisite, the best opportunity for our country to develop richly and strongly in the new era - the era of national rise.
The Resolution clearly states the guiding viewpoint that the development of science, technology, innovation and national digital transformation is the top important breakthrough, the main driving force for rapidly developing modern production forces, perfecting production relations, innovating national governance methods, developing socio-economy, preventing the risk of lagging behind, and bringing the country to breakthrough development and become rich and strong in the new era.

Institutions, human resources, infrastructure, data and strategic technology are key and core contents, in which institutions are prerequisites, need to be perfected and go one step ahead. Innovate thinking in building laws to ensure management requirements and encourage innovation, eliminate the thinking of "if you can't manage, then ban".
Focus on ensuring high-quality human resources for the development of science, technology, innovation and national digital transformation; have special mechanisms and policies on talents.

The Resolution sets out goals by 2030: The potential, level of science, technology and innovation reach advanced levels in many important fields, belonging to the leading group in high-middle-income countries; the level and capacity of technology and innovation of enterprises reach above the world average; some fields of science and technology reach international level.
Vietnam belongs to the group of 3 leading countries in Southeast Asia, the group of 50 leading countries in the world in digital competitiveness and e-government development index; the group of 3 leading countries in Southeast Asia in artificial intelligence research and development, the development center of some industries and fields of digital technology industry that Vietnam has advantages in. At least 5 digital technology enterprises are on par with advanced countries.
Regarding the vision to 2045, the Resolution clearly states: Science, technology, innovation and digital transformation develop steadily, contributing to making Vietnam a developed country with high income.
Vietnam has a digital economy scale of at least 50% of GDP; is one of the digital technology industrial centers of the region and the world; in the group of 30 leading countries in the world in innovation and digital transformation.
The proportion of digital technology enterprises is equivalent to developed countries; at least 10 digital technology enterprises are on par with advanced countries. Attract at least 5 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam.
