Strong innovation in thinking and action
This morning (January 20), at the opening session of the 14th National Party Congress (Party Congress XIV), Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu presented a report reviewing the leadership and direction of the 13th Party Central Committee.
Mentioning many contents, Standing Secretary of the Secretariat Tran Cam Tu said that the Party Central Committee, the Politburo, the Secretariat, headed by the General Secretary, have led and directed strong innovation in thinking and action; drastically and synchronously implemented many major guidelines and policies.
The revolution in streamlining the organizational structure, basically perfecting the overall model of the political system; promoting breakthroughs in science and technology development, innovation, digital transformation associated with innovation in national governance thinking, and building development to serve the people.
The Central Executive Committee, the Politburo, and the Secretariat promptly issued many important and strategic resolutions, focusing on 10 core contents in the socio-economic development strategy for the period 2021-2030.
The Central Executive Committee, the Politburo, and the Secretariat also led and directed the implementation of three strategic breakthroughs, promoting the development of science and technology, innovation, digital transformation, education and training, protecting and caring for people's health, and major policies on private economic development, state economic development, nuclear energy development, and Vietnamese culture development.
Regarding leadership and direction of national defense, security, foreign affairs and international integration, Standing Secretary of the Secretariat Tran Cam Tu said that there are many important resolutions, conclusions, and directives, especially strategic autonomy in national defense, security and foreign affairs; maintaining territorial border sovereignty, national security, political security, and social order and safety.
The People's Army and People's Police were built revolutionary, regular, elite, and gradually modern; some armed forces and forces advanced straight to modernity and basically completed the adjustment and arrangement of streamlined and strong army and police organizations.
Regarding leadership and direction of Party building and rectification work and the political system, the Central Executive Committee, the Politburo, and the Secretariat have focused on leading and directing strong and comprehensive innovation in Party building and rectification work; fighting to prevent and push back the decline in political ideology, morality, lifestyle, "self-evolution", and "self-transformation" within the Party.
In particular, the Standing Committee of the Secretariat said that for the first time, the 100% arrangement of Party Committee Secretaries, Chairmen of Provincial People's Committees and some leadership positions that are not local people has been completed. Along with that, sectors and levels have promptly reviewed and consolidated grassroots Party organizations, innovated the content and form of Party Committee and Party cell activities.
General Secretary is the core of leadership
The Standing Secretary of the Secretariat said that the Central Executive Committee, the Politburo, and the Secretariat have united and unified, seriously and exemplarily complying with the Political Platform, Party Charter, Party guidelines and policies, and State laws. Issues with differing opinions are discussed democratically, frankly, cautiously, and carefully when deciding.
The Central Executive Committee of the Party, the Politburo, the Secretariat, headed by the General Secretary, always innovate thinking, leadership and direction methods; closely follow the viewpoints of guidelines, working regulations and the actual situation; proactively seize opportunities, organize the implementation of the Resolution of the 13th Party Congress, achieving many very important and comprehensive achievements and results.
The Central Executive Committee of the Party, the Politburo, the Secretariat, headed by the General Secretary, are the core center of leadership, always steadfast in bravery, intelligence, maintaining principles, calm, wise, sensitive, and promptly having correct policies and policies suitable to the actual situation, ensuring the highest interests of the country and the people.
The Standing Committee of the Secretariat also noted the limitations and shortcomings in leading and directing the institutionalization, concretization, and organization of the implementation of a number of Party guidelines and resolutions.
There is a situation where some central officials, including high-ranking officials and key officials, lack cultivation and training, lack steadfastness, lack steadfastness, lack exemplary behavior in work and life, decline in political ideology, morality, lifestyle, violate Party regulations, state laws, causing frustration in the Party, in society and affecting the prestige and combat strength of the Party.

Regarding the direction in the coming time, Standing Secretary of the Secretariat Tran Cam Tu said that the Party Central Committee, the Politburo, and the Secretariat will focus on leading and directing the effective implementation of Party building and rectification so that our Party is truly "moral and civilized".
One of the key tasks mentioned by the Standing Committee of the Secretariat is to continue to strongly innovate the Party's leadership and governance methods; improve the quality and efficiency of political and ideological work, cadre organization work and inspection and supervision work.
The Party Central Committee, the Politburo, and the Secretariat will also focus on leading and directing the comprehensive and synchronous completion of institutions to develop the country quickly and sustainably; urgently research and innovate development models, establish new growth models; promote breakthroughs in science and technology development, innovation and digital transformation.
All policies of the Party and the State must truly originate from the needs, aspirations, rights and legitimate and lawful interests of the people; taking the happiness and satisfaction of the people as a measure and standard for striving," the Standing Secretary of the Secretariat emphasized.
