Recently, Lao Dong Newspaper has had many articles reflecting the concerns of school staff on the issue of salaries and remuneration policies.
School staff such as clerks, accountants, libraries, equipment, treasurers, ... play an important role, supporting the school's operations, helping teachers teach better. Despite having important and indispensable tasks in school, in recent times, the lives of school staff have been very difficult. They are saddened to have to concurrently hold many tasks but their policies and income are not yet satisfactory and they do not receive preferential allowances.
Recently, school staff across the country received good news when for the first time, Resolution 71 of the Politburo on breakthroughs in education and training development (Resolution No. 71-NQ/TW) stipulated and clearly stated the viewpoint on paying attention to policies and the lives of school staff.
In the tasks and solutions section, the Resolution requires special and outstanding preferential policies for the teaching staff; raising vocational preferential allowances for preschool and general education institutions to a minimum of 70% for teachers, a minimum of 30% for staff, 100% for teachers in areas with special difficulties, border areas, islands, and ethnic minority areas.
Receiving a minimum of 30% of the vocational allowance will help the lives of school staff reduce difficulties, which has great meaning of encouragement and motivation.

Previously, in May 2025, the Ministry of Education and Training announced and solicited opinions on the draft Decree regulating preferential allowances according to occupation for civil servants and employees working in public educational institutions, in which the preferential allowance level for school staff was proposed.
Accordingly, school staff will supplement allowances for the first time, at a rate of 15% for support and service positions; 20% for shared professional titles; 25% for professional titles, to recognize their important role in the overall development of the education sector.
The Ministry of Education and Training said that the school's staff plays an important role, contributing to the success of each school, including: library work, equipment, laboratories, information technology, documentation, accounting, treasurers, health care... all of which are indispensable in schools.
Currently, the income of school staff is still enjoyed according to the salary policy according to Decree No. 204/2004/ND-CP. Most employee positions apply the salary table of type B or A0 civil servants, which are the two lowest salary tables in the salary tables of cadres, civil servants and public employees.
The positions of civil servants with experimental equipment, education, and education support for people with disabilities only have 01 rank, so there is no opportunity to be promoted to a professional title and the salary table is applied with a higher starting salary coefficient, a longer salary gap, and a wider salary range; other civil servant positions have very few opportunities for promotion.
Basically, employees in schools are only entitled to a salary according to the basic salary coefficient without additional vocational allowances and seniority allowances like teachers. The lowest salary for school staff is estimated at about 4.3 million.
With the current income and job requirements, it is difficult for educational institutions to recruit full-time staff positions and staff tasks to support teaching and education activities that are not complete, timely and ensure quality as required.
