On the afternoon of April 27, Politburo Member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Tran Duc Thang inspected the field of a number of projects in the city, including: N01 resettlement housing project, at land plot D17 of Cau Giay New Urban Area; Component project of Ring Road 3.5; Investment project for traffic roads surrounding the Chu Van An memorial area with road 70 (Phan Trong Tue street).
This is the third inspection of the City Party Secretary in the past 10 days with a total of 10 key and urgent projects and works directly inspected and directed by the comrade at the scene.
Reasons for slow project implementation
High-rise apartment project NO1 at land plot D17, Cau Giay New Urban Area to serve resettlement for households subject to site clearance (GPMB) of 7 projects. Among them, there are key projects of the city such as: Ring Road 2.5, Cau Giay road project to Dich Vong new urban area...
Started in February 2011, the project has an area of 8,696m2; designed to be 15 floors high, 299 apartments with a total floor area of 42,502m2. Before being transferred to Cau Giay ward for management (January - July 2025), the project only completed 8/44 items.
To date, many items have been completed 100% of the volume; the overall project achieved about 98%. According to the plan, in May and June 2026, the project will complete all remaining items, preparing for handover and commissioning.

The Ring Road 3.5 project has a total length of 53.381km, with a cross-section scale of 42-80m; the current state of investment is divided into 9 sections.
According to units and localities, currently, difficulties and obstacles mainly relate to slow site clearance. In addition, some sections have not been approved for investment policy, and capital has not been allocated for implementation.
The traffic junction project between road No. 1, belonging to the project to invest in the construction of a traffic road surrounding the Chu Van An memorial area with road 70 (Phan Trong Tue) - Chu Van An road project (Pham Tu junction - road 70) has a total investment of 1,921.12 billion VND (of which, site clearance costs are 767.56 billion VND).
The project started in 2014, and has been put into operation since 2019, route 1 was opened to traffic with road 70 from January 22. 2020. The Pham Tu - road 70 intersection was approved in June 2017 but construction was temporarily suspended from 2018 due to problems in site clearance. To date, site clearance (intersection section) has reached 4.883 ha/5.65 ha.
Reporting on the difficulties and obstacles in project implementation, the units said that the reason was the high increase in raw material prices and scarcity of materials. In addition, the land area handed over to the investor was not continuous, leading to the inability to carry out the relocation and undergrounding of the 110kV power line, so the construction of items within the scope of the intersection has not been implemented.

Focus on removing difficulties
Speaking to direct at inspection points, Secretary of the City Party Committee Tran Duc Thang acknowledged that investors and contractors have made efforts to construct key projects of the city. However, compared to the requirements, functional units must be more determined and make greater efforts, focusing on removing difficulties and obstacles to accelerate the progress of projects and works.
Inspecting the Ring Road 3.5 Project, Hanoi Party Secretary requested departments, branches, localities and investors to review the entire route, thoroughly handle problems with site clearance, capital and construction organization. Emphasizing that Ring Road 3.5 is an important traffic route, the Party Secretary requested to immediately overcome the situation of fragmented and unsynchronized deployment.
The goal is to strive to complete site clearance in September 2026. In parallel with that, it is necessary to immediately deploy bidding and contractor selection to organize construction, ensuring synchronous progress. Urgent sections must be allocated capital immediately from the city's budget reserve, ensuring the entire route is deployed synchronously and effectively.
Inspecting the site of the traffic road investment project surrounding the Chu Van An Memorial Area with road 70, Phan Trong Tue street, Secretary of the City Party Committee Tran Duc Thang requested relevant units to clearly finalize the progress of site clearance, construction and BT contract finalization; not to let the project continue to be prolonged after many years of delay.
Secretary of the City Party Committee Tran Duc Thang requested that the entire intersection be completed before December 31, 2026.
