According to the Quick Notice of Results of the 14th Central Conference, the Party Central Committee discussed and agreed that the draft Regulation of the Central Committee on the implementation of the Party Charter was carefully prepared based on the Summary Report of 15 years of implementing the Party Charter (2011 - 2025); opinions and proposals of Party committees directly under the Central Government, agencies, units, Party committees at the Central level, and members of the Party Central Committee.
The regulation includes 33 items, in which it inherits the content of 12 items of Regulation No. 294-QD/TW, dated May 26, 2025 of the Party Central Committee on the implementation of the Party Charter; some supplementary and amended contents.
In which, supplementing and amending regulations on handling cases of admitting people to the Party, recognizing official party members in violation of regulations (Title 4. 4) to clearly define the authority and responsibility of competent Party committees in canceling decisions on admitting people to the Party, recognizing official party members, removing names from the list of party members or appraising, verifying and redoing procedures according to regulations.
Supplementing and amending regulations on card issuance and management of party membership cards, management of party member records and procedures for transferring party activities (Article 6); regulations on party members applying for exemption from work and party activities (Title 7.1).
Supplementing and amending a number of regulations on the Party's organizational system (Article 10), such as:
Pilot the establishment of a Party Committee for non-state enterprises at the grassroots level in communes, wards, and special zones according to the regulations of the Secretariat and the guidance of the Central Organization Committee (Title b, Point 10.4.2) to reduce the number of Party organizations directly under the commune-level Party Committee in places with a large number of non-state enterprise Party organizations.
Piloting the assignment of powers to upper grassroots levels to grassroots Party committees directly under commune, ward, and special zone Party committees; to grassroots Party committees directly under state-owned enterprise Party committees that were previously directly upper-level Party committees of grassroots Party organizations when conditions are sufficient (Point 10. 6. 3) to strengthen decentralization, overcome difficulties and inadequacies in Party building work in Party committees with a large number of party members, many directly affiliated Party organizations and already being directly upper-level Party committees of grassroots Party organizations before implementing arrangement and transfer in 2025.
The Standing Committee of the grassroots Party Committee is assigned the power to the grassroots level to decide on personnel work according to regulations (Titer b, Point 10. 6.2) to be synchronized with the regulations of the Politburo on personnel work.
The Party Committee has the authority to consider and revoke decisions to establish higher-level Party committees directly organizing grassroots Party organizations in places with specific characteristics (Point 10.4.4); delegate power, pilot delegate power from higher-level grassroots Party committees to grassroots Party committees when the Party Committee does not meet the conditions according to regulations (Point 10.4.4).
