On behalf of the Politburo, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 51-KL/TW dated June 17, 2026 of the Politburo on promoting intellectual property work to serve socio-economic development in the new situation.
The conclusion clearly stated that at the meeting on May 22, 2026, after listening to the Party Committee of the Ministry of Science and Technology report on the Project "Promoting intellectual property work to serve socio-economic development in the new situation", the opinions of relevant agencies, the Politburo concluded as follows:
Agreeing on the policy of approving the basic content of the Project "Promoting intellectual property work to serve socio-economic development in the new situation". This is a very important issue for the country's development in the new period, a core factor for strategic autonomy and international trade competition, contributing to protecting security and enhancing national position, and needs to be further improved with strategic vision, innovative thinking and a high spirit of action, contributing to creating fundamental changes in intellectual property work in the coming time.
In order for intellectual property work to effectively serve the socio-economic development of the country in the new situation, it is necessary to thoroughly grasp and implement a number of key tasks:
Unify awareness of the strategic role of intellectual property, deeply grasp the view that intellectual property rights are an important resource of the nation. Creating, exploiting and protecting intellectual property rights is to improve competitiveness, create sustainable growth momentum and protect the future development of the country.
Strongly shift from administrative management thinking on intellectual property to building an intellectual property ecosystem. Make intellectual property content an important component in national development strategies, science, technology and innovation development strategies, strategic industry development strategies and high-quality human resource development strategies.
Strictly handle acts of intellectual property infringement such as using copyright infringement software, copying, or plagiarism.
The conclusion also stated building a culture of respecting creativity and protecting intellectual property rights throughout society; resolutely criticizing and strictly handling acts of intellectual property rights infringement, such as: Using software that infringes copyright, copying, plagiarism in academia, violations of copyright, patents, industrial designs...
Completing the modern, synchronous and effectively adapted intellectual property institution to the digital economy; urgently reviewing, amending, and supplementing the legal system on intellectual property in the direction of conformity with advanced international standards, meeting the requirements of developing new economic models, effectively handling new issues arising from artificial intelligence, big data, digital assets, biotechnology, semiconductors, digital platforms and cyberspace. Improving and enhancing the effectiveness of the mechanism for protecting intellectual property rights in the digital environment, especially in the context of strong development of artificial intelligence, posing uncontrollable risks; strengthening sanctions for violations; researching the formation of a specialized jurisdiction mechanism on intellectual property.
Develop the intellectual property rights market, promote the commercialization of research results; ensure effectiveness, improve the applicability of research results in actual production, business and social life; link scientific research results with market needs and national development requirements. Improve the mechanism for valuing intellectual property rights; build a modern technology market, promote the exploitation of intellectual property rights as a valuable asset in capital mobilization, investment, capital contribution and business development. Encourage and support businesses with long-term business strategies, strengthen strong investment in research and technology development to ensure intellectual property capacity for rapid and sustainable development. Promulgate the National Program on Intellectual Property Development.
Improve the effectiveness of implementing and protecting intellectual property rights; allocate sufficient resources for intellectual property protection and enforcement agencies; strengthen the capacity of specialized courts on intellectual property. Promote inter-sectoral coordination between police, customs, market management, procuracy, courts and relevant agencies in the fight against intellectual property rights infringement, strictly handle violations in the digital environment; resolutely stop the illegal use of intellectual property rights. At the same time, ensure harmony between protecting intellectual property rights and the requirement to popularize knowledge, develop science and technology and the common interests of society.
Ensuring national security in terms of technology, data and business secrets, in accordance with international practices and the requirements of protecting national interests in the process of international integration; fighting against wrong views in the field of intellectual property. Promoting deep, broad, and selective international integration on intellectual property to promote the development of an independent and self-reliant economy; actively, proactively and ensuring resources to implement commitments according to international treaties that Vietnam participates in/mandations on intellectual property that Vietnam has committed to.
