On behalf of the Politburo, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed Decision 185-QD/TW of the Politburo on the staffing of departments, agencies, and non-business units of the Party at the Central level, the Fatherland Front (MTTQ) agency, advisory and assisting agencies of the MTTQ Party Committee, central mass organizations, Party committees of central Party agencies and provinces and cities in 2026.
According to the Politburo's decision, the total staff assigned to the above-mentioned agencies, units, unions, and localities in 2026 is 1,878,362 staff.
In which, agencies, party committees, professional units of the Party, Fatherland Front, socio-political organizations at the Central level and Party committees of central Party agencies have 12,818 staff positions, including 2,999 cadres, civil servants, 9,133 public employees and 686 staff positions of mass associations assigned tasks by the Party and State at the Central level.
Agencies and non-business units of the Party, local authorities, Fatherland Front, socio-political organizations in localities (provincial level, commune level) are 1,865,544 personnel, including 314,604 cadres, civil servants and 1,550,940 public employees.
The Politburo's decision assigns the Central Organization Committee to base on regulations on personnel management of the political system and this decision to issue a decision to assign personnel in 2026 to agencies, units, organizations, and localities under its management authority.
Guide, inspect, and supervise the implementation, ensuring strict implementation of payroll management according to Party regulations and State laws.
The decision also assigns the Standing Committee of the Provincial Party Committee, City Party Committee, Party Committees of Central Party Agencies, Fatherland Front Party Committees, Central Unions, Party committees, agencies, and non-business units at the central level to be responsible for leading, directing, and organizing the implementation of Party guidelines and regulations, and State laws on management and use of staff.
Along with that, lead, direct, and implement the assignment of staff and transfer of staff between agencies and units within the scope of leadership and management, ensuring no increase in the total staff and staff structure of cadres, civil servants, and public employees assigned by competent authorities.
