The Politburo has just issued Regulation No. 368-QD/TW dated September 8, 2025 on the list of titles, groups of titles, and leadership positions of the political system.
Regulation No. 368-QD/TW stipulates the scope, subjects, purposes, requirements, viewpoints, principles and contents of promulgating the list of title positions, groups of titles, and leadership positions of the political system.
Regulation No. 368-QD/TW applies to Party committees, Party organizations, agencies, units and leaders and managers in the political system.
Regarding the viewpoints and principles for determining leadership positions in the political system, Regulation No. 368-QD/TW clearly states: Ensure strict implementation of the Party's guidelines and policies, the State's policies and laws, especially the principle of democratic centralism, collective decision-making; fully promote personal responsibility, first of all, being the leader in personnel work and personnel management.
The arrangement of leadership positions and titles must follow the principle that the head and superior level must be directly classified according to the group and level of the position, then the deputy level and the directly inferior level must be classified according to the corresponding group and level.
According to the list of title positions, title groups, and leadership positions of the political system, the key leadership positions and senior leadership positions of the Party and State are clearly stated.
Key leadership positions of the Party and State include: General Secretary, President, Prime Minister, National Assembly Chairman, Standing member of the Secretariat.
Senior leadership positions of the Party and State and the Vietnam Fatherland Front include: Politburo member, Secretary of the Secretariat, Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Central Inspection Committee, Head of the Party Committee at the Central Committee, Chief of the Party Central Committee Office; Director of the Ho Chi Minh National Academy of Politics; Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly, Chief Justice of the Supreme People's Court, Director of the Supreme People's Procuracy.
