On September 12, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion 191-KL/TW of the Politburo and the Secretariat on continuing to strengthen leadership and direction of the organization of Party congresses at all levels towards the 14th National Congress of the Party.
In Conclusion 191-KL/TW, the Politburo and the Secretariat basically agreed with the Report of the Central Party Office, highly appreciating the Party committees and organizations at all levels for leading and directing the organization of grassroots and superior Party congresses, preparing documents and preparing for the congresses of Party committees directly under the Central Committee, the 14th National Congress of the Party on schedule, goals and requirements.
The Politburo and the Secretariat requested Party committees and Party organizations at all levels to continue to thoroughly grasp and strictly implement Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo. Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Committee urgently: Receive the conclusions of the Politburo and the Politburo's Working Group to complete draft documents and implement the organization of the Party Congress for the 2025-2030 term as planned (completed in October 2025); in the congress program, it is necessary to take appropriate time to contribute opinions on the content of the draft documents of the Party Committee and the documents of the 14th National Party Congress (dividing into discussion groups, creating conditions for many delegates to participate in giving opinions); focus on reviewing and improving the quality of the action program to implement the Party Congress Resolution, based on the Action Program of the Central Party Committee, specifying tasks and completion roadmaps to organize implementation immediately after the congress; organize solemn, moderate, frugal, and not wasteful.
Promote emulation movements to create momentum and confidence before the congress. Party committees shall base on Conclusion No. 179-KL/TW, dated July 25, 2025 of the Politburo and the Secretariat to convene congresses according to regulations, in accordance with new conditions and situations.
Assign the Central Party Office to advise on coordinating the schedule for organizing congresses of Party committees in accordance with the assignment of the Politburo and the Secretariat to direct in accordance with the set plan.
In this conclusion, the Politburo and the Secretariat assigned the Central Organizing Committee to urgently advise the Politburo and the Secretariat to issue decisions of the Politburo, the Secretariat to appoint personnel for Party committees and inspection committees at the Party Committee level for the 2025-2030 term and the list of delegations of Party committees directly under the Central Committee to attend the 14th National Party Congress.
The Subcommittees preparing for the 14th National Party Congress review and implement tasks to prepare and serve the organization of the Congress according to plan; advise, review, supplement new orientations, absorb opinions of congresses at all levels to complete the Draft documents to submit to the 14th National Party Congress to report to the Politburo, the Party Central Committee, collect opinions from National Assembly and People's deputies according to plan; prepare well the material conditions, ensure security and safety to serve the Congress.
