Dear comrades attending the Conference at the connecting points,
Today, the Politburo held a national conference to disseminate and implement 4 extremely important resolutions of the Politburo: Resolution No. 59 on International integration in the new situation; Resolution No. 70 on Ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71 on Breakthroughs in education and training development; Resolution No. 72 on Some breakthrough solutions, strengthening the protection and care of people's health. Of which, Resolution 59 is one of the four pillar Resolutions mentioned at the implementation of the Politburo's Resolutions on May 18, 2025. The remaining three resolutions are 3 thematic resolutions. These three resolutions closely follow and supplement the strategic "Quaternity of Resolutions", creating a unified body, a breakthrough to realize the two 100-year goals, building a strong, prosperous, lasting and sustainable Vietnam.
The conference heard comrade Pham Minh Chinh, Politburo member, Prime Minister; comrade Le Hoai Trung, Secretary of the Party Central Committee, Acting Minister of Foreign Affairs; comrade Le Thanh Long, Deputy Prime Minister; comrade Nguyen Thanh Nghi, member of the Party Central Committee, Head of the Central Policy and Strategy Commission convey the core contents of the 4 Resolutions. I highly appreciate the content of the report and the implementation proposals that you have just mentioned.
I think: The consistent spirit of Resolution 59 and Resolution 70-71-72 is to quickly shift from "issuing policies" to "implementation management", taking people and businesses as the center, taking practical effectiveness as a measure. Each agency, organization and individual is responsible for turning the contents of the Resolutions into daily work, into specific action programs, with resources, deadlines, measurement indexes, monitoring and explanation. I suggest that the entire political system thoroughly grasp and strictly implement a number of principles in the implementation of these Resolutions, which are: 5 consistencies (political-phasical- data- resource allocation - communication); 3 public (goal - progress - results); 3 early ( earliest institutional completion - early start of key projects - early capital allocation) and 5 clear (clear work, clear people, clear responsibilities, clear time, clear results) and immediately implement the contents of the Resolution as soon as possible at all levels.
To ensure unified direction, smooth coordination and "reaching the grassroots", it is necessary to establish a Central Steering Committee for each Resolution or a Central Steering Committee for the implementation of the Politburo's Resolutions (this issue, comrades will calculate further). In addition, it is necessary to build a public "digital dashboard", updated weekly and monthly, monitoring core indicators, bottlenecks, and implementation progress of each Resolution. Responsibilities of the Government, Ministries, Branches, Localities and the people. At the same time, it is possible to invite independent groups of experts and policy appraisal departments to participate in appraising solutions, evaluating and making objective assessments.
I would also like to emphasize some key orientations, tasks and solutions of each Resolution, and clarify the relationship of evidence and mutual support between the Resolutions implemented today.
For Resolution 59: (1) Clearly define international integration as a strategic driving force based on internal resources that plays a decisive role, increasing internal resources in conjunction with taking advantage of external resources, closely linking integration with protecting national interests, both cooperating and fighting. Ensure the principles of new mindset, position, new thinking and approach to international integration, shifting from receptive thinking to contributing thinking, from general integration to full integration, from the position of a country going behind to the state of a country rising up, pioneering in new fields.
(2) Synchronous, comprehensive, and extensive integration. The integration areas must be closely linked, complementing each other in an overall strategy, with focus, key points, selection with appropriate roadmap and steps. In particular, economic integration is identified as the center, integration in other areas must facilitate economic integration with the top priority of restructuring the economy, innovating the growth model and promoting digital transformation. Integration in politics, security and defense must aim to enhance the country's potential and position, and protect the Fatherland early, from afar, when the country is not yet in danger. Science, technology and innovation must be identified as a top important breakthrough, aiming to bring domestic standards and regulations on science and technology closer to advanced international standards and practices. Promote comprehensive integration of culture, society, tourism, environment, education - training, health and other fields, to promote and advertise ethnic culture, strengthen cooperation in research, application of science in health, health care for people, innovate, improve the quality of domestic education to regional and international standards, develop Vietnamese people to stand shoulder to shoulder with international friends in both intellectual and physical fields.
(3) Improve the capacity to implement and perfect institutions and policies, overcome bottlenecks in the implementation of international commitments and agreements, promote the review and legalization of international law to fully, synchronously and effectively implement our obligations and commitments. Effectively take advantage of international commitments, agreements, and economic linkages, especially new-generation FTAs, to enhance intertwined interests, not dependent on a few partners. Urgently complete the draft Resolution of the National Assembly on a number of special mechanisms and policies to improve the effectiveness of international integration, and submit it to the National Assembly at the upcoming 10th Session.
(4) Promote attracting high-quality FDI, especially large global corporations, which play a leading role in leading a number of important supply chains such as information technology, telecommunications, semiconductor chips, artificial intelligence, etc.; prioritize investment projects with advanced technology, new technology, high technology, clean technology, modern governance, spillover effects, ecological - smart industrial parks, innovation centers, logistics, strategic infrastructure projects, including transport infrastructure. Encourage Vietnamese enterprises to invest and do business effectively abroad, building national brands of international stature.
(5) Promote the central role, the active, proactive and creative participation of people, businesses and localities in international and domestic integration, connecting regions, areas and localities, connecting sectors and fields, connecting research and implementation, specifically contributing to strengthening political position, promoting economic development, ensuring national security, and enhancing the country's influence on the world map.
For Resolution 70: The core goal is that the energy system must be safe, stable, with reliable reserves; provide enough for production and life; shift towards green, low emissions; operate smartly on digital platforms and ensure reasonable and transparent costs. From now until 2030, we strive to reserve at least 15% of capacity, significantly reduce power losses; increase the proportion of clean energy in accordance with the plan; build competitive, transparent electricity market mechanisms with a solid roadmap.
Regarding solutions, we have 10 key groups. First, balance supply and demand by region, update synchronous planning sources and grids, and finalize key project portfolios. Second, strongly invest in transmission and storage - especially 500kV routes, smart grids, and pilot energy storage systems at bottlenecks. Third, mobilize diverse capital: public-private partners, green bonds, electricity purchase and sale contracts with reasonable risk allocation; apply a payment mechanism according to available capacity for flexible sources. Fourth, develop a competitive electricity market according to a roadmap, standardize the long-term reference price mechanism, and improve transparency. Fifth, diversify fuel and LNG reserves, ensure warehouse capacity, pipelines, long-term contracts, and strategic coal/air reserves. Sixth, promote energy efficiency and manage demand, apply prices according to the time of use, and require mandatory savings at large loads. Seventh, develop renewable energy according to "side thinking": compete in bidding, synchronous planning of source - grid - storage, fair sharing of connection costs. Eighth, protect vulnerable groups of population and ensure electricity for the platform industry through targeted support packages with a limited time limit and transparent compensation sources. Fourth, digital transformation of the electricity industry: remote measurement, real-time data, forecasting loads using artificial intelligence, ensuring network security. Ten is, human resource development and localization: training in systems engineers, supporting industries.
Determine a breakthrough in the strategy of ensuring energy security, sustainable development and realizing the Net Zero commitment by 2050. Focus on three points: Institutional reform; facilitate the attraction of social resources, especially the private economic sector participating in investment in renewable energy, transmission and distribution of electricity. Ensure that the principle of energy development must be consistent with the socialist-oriented market economy institution, associated with the implementation of progress, social justice, social security, ensuring national defense, security, and environmental protection for development.
For Resolution 71: Clearly identify education and training as the top national policy, a key driving force for national development. Investing in education is investing, fostering and enhancing "national resources", is investing in the future of the nation. This is a key area of all chiaves, is the fundamental driving force of increasing productivity, breaking through national competitiveness, nurturing development aspirations. Education and training according to the motto "Taking quality as the axis - taking teachers as the key - taking technology as the lever".
Regarding the solution, there are 8 main groups. First, develop national output standards according to education levels and occupations; implement compulsory testing, public rankings with missions. Second, innovate the program and evaluate, reduce achievements, prevent spread of extra teaching; implement standardized assessment, focus on core skills. Third, break through the teaching staff: new professional standards, effective treatment, scholarships to attract pedagogical talent, digital training, ensuring teachers' ethics and honor. Fourth, promote university autonomy in sharing the responsibility of explaining; co-creating programs with businesses; increasing salaried internships; building a innovation center. Fifth, upgrading vocational education with a supply chain, real-estate learning according to a dual model; recognizing digital skills certificates; evaluating by businesses. Sixth, digital transformation of education: open national learning materials, electronic lifelong learning records, safe exam platform, ensuring data security. Seventh, education finance has the following goals: paying attention to supporting disadvantaged groups with appropriate solutions (not insurance); skills development fund, training order mechanism according to regional and industry needs. Eighth, globalization: recognizing credits, joint programs, attracting international experts, and upgrading foreign language standards by industry.
For Resolution 72: Reserve is the key - Facilities are the foundation - People are the center. The goal is to increase healthy life expectancy, reduce payment for patients, digitize the system, strengthen grassroots health care, improve service quality and patient satisfaction.
There are nine groups of solutions that need to be focused on. First, improve preventive medicine and public health: vaccination, nutrition, non-communicable disease prevention; real-time epidemiological monitoring. Second, develop grassroots health care and family doctors: upgrade health stations, deploy basic service packages, and connect hospital routes. Third, the whole health insurance pays in pairs according to the value: expanding benefits, reducing costs for patients. Fourth, promote the autonomy of hospitals with control: service prices according to real costs, quality disclosure, transparent centralized procurement, and against group interests. Fifth, ensure the security of pharmaceuticals, equipment, and vaccines: electronic bidding, encourage domestic production to meet international standards. Sixth, focus on mental health and occupational diseases, integrate into grassroots health care, schools, and workplaces. Seventh, comprehensive school health: nutrition, physical fitness, reproductive health of minors; data connection with learning records. Eighth, digital transformation of healthcare: electronic health records for all people, electronic prescriptions, remote medical examination and treatment, shared data warehouses. Fourth, develop medical human resources: capacity standards, treatment regimes, inter-professional training, and mechanisms to attract people to the grassroots. Strive for the entire population "Healthy to study - Health to do - Health to be happy - Health to protect the Fatherland".

The new driving force for the country's development is formed from the organic linkages between the resolutions. International integration is the door to the world; Stable and green energy is a necessary condition for production, for schools and hospitals; High-quality education and training providing a team of systems engineers, doctors, and future public service administrators; Modern healthcare, solid prevention and good care help people stay healthy to learn, work, and be creative. These pillars are simultaneously strengthened by smooth institutions, strict enforcement discipline, leading data and smart resource allocation. When each wheel is operated at the right pace, the national development machine will accelerate sustainably.
I suggest that each ministry, branch, locality, unit, each cadre and party member immediately start working with the spirit of " saying goes hand in hand with doing", "not leaving today for tomorrow". The leader must be responsible for the results, not pushing, not avoiding. Every quarter and every year, we review seriously, publicly and transparently, and reward those who dare to think, dare to do, dare to take responsibility for the common good; at the same time, strictly handle violations and negativity.
