Conclusion No. 52-KL/TW clearly states: Considering Submission No. 15-TTr/TU, dated May 19, 2026 of the Bac Ninh Provincial Party Committee requesting policy approval to establish Bac Ninh city directly under the Central Government on the basis of the administrative boundaries of Bac Ninh province, the Politburo concludes as follows:
Agreeing on the policy of establishing Bac Ninh city on the basis of the administrative boundaries of Bac Ninh province.
Focus on developing Bac Ninh city as a model of a green, smart, modern, civilized, rich and beautiful city, imbued with Kinh Bac cultural identity. Economic development associated with environmental protection, taking science, technology and innovation as the main driving force for growth.
Develop modern, high-tech industry, deeply participate in the global supply chain; form an electronics industry center, with a focus on semiconductor industry, microchip production, and leading artificial intelligence in the country and in the region. Complete synchronous road, waterway, railway, air and smart city transport infrastructure, connect major urban centers with logistics service infrastructure, multimodal; develop harmoniously and balancedly between localities in the city.
Building a streamlined, professional, modern, incorruptible, disciplined, orderly urban government, operating effectively and efficiently, creating development; firmly ensuring national defense, security, order, and social safety. Comprehensively developing cultural and social fields, improving the quality of life of the people, so that people can enjoy the fruits of development.
The Politburo assigned the Bac Ninh Provincial Party Committee to coordinate with the National Assembly Party Committee, the Government Party Committee and agencies to absorb the Politburo's opinions and reasonable opinions of agencies to supplement and complete the Project to submit to the Party Central Committee. At the same time, urgently complete the missing contents, complete the dossier for recognition of type I urban area, and submit it to the Central Committee for consideration and decision (in case the dossier is complete, submit it to the 3rd Central Conference).
