According to statistics from the Ministry of Transport (now the Ministry of Construction), at the time of transferring driving testing to the Ministry of Public Security, about 705,105 people nationwide had completed the training program but had not yet been tested for driving.
Of which, 340,483 cases are subject to car driving licenses; 364,622 cases are subject to motorbike driving licenses.
In Ho Chi Minh City alone, there are 107,459 people; Hanoi 72,978 people; Dong Nai 30,282 people; Da Nang 26,838 people; Quang Nam 23,907 people; Binh Thuan 6,883 people.
Regarding this issue, in a document recently sent to the Ministry of Finance, the Ministry of Public Security said that this is a large backlog, affecting the rights and obligations of people to participate in traffic and creating public outrage.
The country currently has 160 accredited testing centers. However, when implementing the bidding, each locality only has one winning center, leading to overload. People have to wait to review, test, and get a driver's license at this only center.
Meanwhile, other centers, although qualified, did not win the bid, so they could not be implemented, causing waste of resources.
According to Circular No. 12/2025/TT-BCA of the Ministry of Public Security, from January 1, 2026, people will be able to choose the location to participate in the survey according to their needs and place of residence. If only the test is allowed to be conducted at the winning bid center, it will not ensure people's right to choose and increase costs due to having to travel far from their place of residence.
Therefore, the Ministry of Public Security recommends allowing the testing agency to proactively choose a testing center suitable for the number and registration location of the people, avoiding overload when using only one winning center.
To remove obstacles and create maximum favorable conditions for people, the Ministry of Public Security proposed that the Ministry of Finance agree on a number of specific options.
In the immediate future, apply Clause 3, Article 82 of Decree No. 24/2024 (amended and supplemented in Decree 17/2025), allowing the selection of contractors in special cases for urgent packages, specific requirements on procedures, selection criteria, contract signing conditions... to hire testing centers and organize exams, completely resolving 705,105 outstanding cases.
Currently, the Ministry of Finance is taking the lead in drafting a Law amending laws under its management, including the Bidding Law. The Ministry of Public Security requests the Ministry of Finance to report to the Government and the National Assembly to amend legal regulations, in order to create a legal corridor suitable to the specific characteristics of hiring a center to provide testing services, ensuring the rights of the people.
In Hanoi, a representative of the Traffic Police Department (CSGT) of the City Police said that after receiving the task of testing and granting a driver's license from the old Department of Transport, the Traffic Police force immediately started training human resources, including testing officers.
Training and preparation of conditions are being completed. The traffic police also implemented procedures for signing contracts with driving test centers, issuing test taker cards, organizing the apparatus, assigning tasks...
A representative of the Traffic Police Department (Ministry of Public Security) said: "The spirit of direction is that localities that have prepared in advance should organize exams in advance to avoid backlog of documents. For any remaining problems, the Traffic Police Department will guide and direct further improvements, organize the test as soon as possible to facilitate people".
