On August 20, at the headquarters of Thanh Hoa Provincial People's Committee, the Inspectorate of the Ministry of Public Security organized a conference to announce the inspection decision on the compliance with legal regulations on the management and use of weapons, explosives and supporting tools for Thanh Hoa Provincial People's Committee.
According to Decision No. 191/QD-X05-P5 dated August 4, 2026 of the Chief Inspector of the Ministry of Public Security, the inspection team consists of 6 members, headed by Major General Nguyen Xuan Hong - Deputy Chief Inspector of the Ministry of Public Security.
The inspection period is calculated from January 1, 2023 to the time of inspection; the inspection period is 45 days from the date of announcement of the decision. The inspection content focuses on the compliance with legal regulations on the management and use of weapons, explosives and supporting tools at the Provincial People's Committee and relevant agencies, units, localities, and establishments.
Talking to Lao Dong Newspaper, Mr. Truong Thanh Quang - Deputy Chief of Office of Thanh Hoa Provincial People's Committee said that this is an inspection according to the plan of the Ministry of Public Security, not an inspection arising from the discovery of cases or specific signs of violations at Thanh Hoa Provincial People's Committee as well as related units in the area.
According to Mr. Quang, every year, the Ministry of Public Security selects a number of localities, agencies, and units to carry out inspections according to the plan; not all provinces and cities are inspected at the same time.
The decision announcement conference held at Thanh Hoa Provincial People's Committee stems from the scope and subjects of the inspection. In the area, there are many agencies and units performing tasks related to the management and use of weapons, explosives and supporting tools, including the Provincial Police, the Department of Industry and Trade and related units.
The Provincial People's Committee is the agency performing state management functions in the locality, directing departments, branches, and units to implement regulations and instructions from higher levels in this field.
This is a normal planned inspection. The province also hopes that through the inspection, the delegation will point out limitations and inadequacies if any for the Provincial People's Committee and relevant agencies and units to rectify, thereby managing this field better" - Mr. Quang said.

This view was also expressed by the leaders of Thanh Hoa Provincial People's Committee at the conference.
Accordingly, speaking at the decision announcement ceremony, Mr. Mai Xuan Liem - Standing Vice Chairman of Thanh Hoa Provincial People's Committee said that the management of weapons and explosives is not only aimed at preventing crime, protecting the lives and property of people but also has significance for ensuring stability and serving socio-economic development.
Mr. Liem acknowledged that the inspection is an opportunity for Thanh Hoa to review the management and use of weapons, explosives and supporting tools.
The Standing Vice Chairman of the Provincial People's Committee requested leaders of agencies and units, especially heads of enterprises subject to working with the inspection team, to directly coordinate and provide complete information and documents; not to shirk responsibility or assign officials who do not have enough authority to work with the team.
Mr. Mai Xuan Liem also requested the inspection team to assess objectively and comprehensively, clearly point out the shortcomings, limitations, and omissions that the advisory agencies at the local level may not fully identify.

Speaking at the conference, Lieutenant General Bui Quang Thanh - Chief Inspector of the Ministry of Public Security also affirmed that this is a planned inspection, carried out in accordance with legal regulations. At the same time, he requested the inspection team to focus on the content and scope that have been approved; ensure that the conclusions for each content are objective, comprehensive, accurate and do not affect the normal operation of the inspected agencies and units.
